Overall Summary: 
The Presidential Decree “On Deepening Economic Reforms in the Energy Sector” was issued with an aim to deepen market reforms in the energy sector, improve management and increase effectiveness of energy system enterprises, guarantee stability of national energy systems along with meeting electric power needs of the Republic of Uzbekistan. The priorities of economic activities aimed at reforming the energy sector comprise accelerated denationalization and privatization of social infrastructure entities, wide attraction of foreign investments in privatization processes of energy sector enterprises, re-construction, technical modernization and re-equipment, further development of generating capacities and electrical networks. Moreover, in the framework of the Presidential Decree the State Joint-Stock Company “Uzbekenergo” is to be established on the basis of the Ministry of Energy and Electrification of the Republic of Uzbekistan. In phases, thermoelectric power stations, heat and power plants, regional enterprises of electrical networks are expected to be transformed into joint-stock companies. Heat and power plants will be privatized on case-by-case projects basis.
Governance
Energy management principles: 
1. Consider the following as priority areas for deepening economic reforms in the energy sector: consistent implementation of measures to demonopolize the energy industries, reduce the level of government regulation, create a competitive environment in the sale of electricity, ensure equal opportunities and conditions for business entities to access power transmission lines; gradual corporatization of large enterprises in the energy industry - thermal power plants, combined heat and power plants, electrical network enterprises, etc .; accelerated denationalization and privatization of social infrastructure facilities, enterprises and organizations carrying out design, construction, installation and repair work, the creation on their basis of enterprises of non-state forms of ownership, including private enterprises; wide attraction of foreign investments in the processes of corporatization of energy enterprises, reconstruction, technical re-equipment and further development of generating capacities and power grids; introduction of market principles and mechanisms into the management system and economic relations for the production, transportation and sale of energy; ensuring the associated and balanced development of power generation facilities and the coal industry.
Energy institutional structures: 
Art. 3. State Joint Stock Company “Uzbekenergo” is requested to implement measures on sustainable energy supply, energy system regulation, developing short-term and long-term power sector forecasts, reconstruction, modernization and technical upgrading of generating capacities and power grids, coordination of geological prospective works. --- Art. 6 stipulates that the National Power Supervision Agency shall oversee development and implementation of power regulatory frameworks, compliance with safety requirements in production, transportation and distribution of coal and electricity, licensing, etc.
