Overall Summary: 
Uzbekistan is undergoing an energy sector restructuring with subsequent unbundling of monopolistic activities (dispatching and transmission) and further introduction of market-related elements in the electricity sector. The Power Act of the Republic of Uzbekistan is introduced to define legal, organizational, production and environmental aspects of electricity resources utilization. Within the framework of the present Act, government regulatory mechanisms related to electricity production, supply and use are specified.
Governance
Energy management principles: 
Current dimensions and existing principles of the power sector regulation are overviewed in Chapter 2. Comprehensive policy initiatives on sustainable power sector development, as stipulated by art. 4, include enhancing national energy security in the Republic of Uzbekistan, supporting operation of the unified power grid, providing universal energy access, introducing market-oriented approaches, and attracting investments to the power sector of the Republic of Uzbekistan.
Energy institutional structures: 
Art. 5. National regulatory bodies overseeing the formulation and implementation of power policies comprise the following the Cabinet of Ministers of the Republic of Uzbekistan, a specialized designated power authority and national supervision bodies, as well as local regulatory bodies (within the scope of authority). --- The Act determines the tasks, functions, and responsibilities of national institutions and other actors involved at the national and sub-national levels in energy supply, distribution and operational control (as stipulated by art. 10-16).
