Overall Summary: 
The present Law establishes general legal frameworks for energy resources conservation and the sustainable use of energy in the Republic of Uzbekistan. In the framework of the present Law, activities related to extraction, production, storage, supply, distribution and consumption of energy are defined. Sustainable energy policies are aimed at ensuring efficient and environmentally sound energy production and utilization practices; facilitating development and application of energy efficient technologies, conservation of conventional energy sources; ensuring accuracy and uniformity of norms and standards; government regulation in the area of energy production and utilization. Particular section of the Law covers the area of energy efficiency standardization. In accordance with the Law, energy efficiency standards are to be set for technological processes, heat and water supply, cooling, electricity supply, etc.
Efficiency
EE priorities: 
National energy efficiency regulation of the Republic of Uzbekistan prioritizes the following: 1) develop and implement programmes aimed at the rational use of energy; 2) coordinate activities by ministries, authorities, enterprises, organizations and institutions, as well as the Government of the Republic of Karakalpakstan, regional administrations and the city administration of Tashkent in the development and implementation of energy conservation programmes and projects; 3) promote the implementation of projects that are aimed at application of energy efficient machinery and goods, energy efficient technologies, management practices and scientific research in this field, utilization of secondary energy resources and waste; of technologies employing the use of solar energy, wind and natural energy of watercourses; 4) facilitate development of adequate industrial base for manufacturing energy metering, accounting and control devices, as well as energy efficient and environmentally safe equipment; 5) facilitate awareness building on the issues of energy efficiency.
EE standards for appliances: 
Energy efficiency standards shall be established for energy production and utilization along with technical requirements for equipment and appliances used for industrial production, provision of heat and hot water supply, cooling, electricity supply, and lightning. Observing standards, technical rules and norms concerning the efficiency of energy use shall be mandatory for all energy producers, suppliers and users.
EE industry standards: 
Subjects of standardization, specified by the present law, comprise transport, construction, agriculture, lightning, heat supply, consumer goods and construction materials production, thermal insulation.
EE building standards: 
In accordance with Art. 13, mandatory energy audit inspections shall be carried out for all enterprises, organizations and institutions consuming more than six thousand tons of equivalent fuel per annum. The Government of the Republic of Uzbekistan is to establish a procedure for energy audit inspections in buildings.
EE transport standards : 
Subjects of standardization, specified by the present law, comprise transport, construction, agriculture, lightning, heat supply, consumer goods and construction materials production, thermal insulation.
EE financial incentives: 
Art. 17 states that financial support to national, regional and sectoral energy efficiency programmes is to be provided from national budget resources, extra budgetary funds, foreign and domestic investments, revenues received through implementation of energy efficiency incentives. --- Art. 18: To provide financial support to implementation of the national sustainable energy policies, the Government of the Republic of Uzbekistan shall establish an extra-budgetary energy conservation fund.
Renewable Energy
RE capital subsidy, grant, or rebate: 
According to Article 20, the Government of the Republic of Uzbekistan with an aim to promote renewable energy utilization and commercial introduction of renewable energy projects shall establish preferential pricing for enterprises processing secondary resources and waste. Commercial terms and duration of the projects shall be determined by the Government of the Republic of Uzbekistan. To stimulate the efficient use of energy, seasonal prices for refined products and boiler fuel, seasonal electric and heat supply service rates, as well as differential daily electric service rates shall be set in accordance with procedure established by the Government of the Republic of Uzbekistan.
Pricing

Governance
Energy institutional structures: 
The Uzbekistan State Centre of Standardization, Metrology and Certification under the Cabinet of Ministers (Uzgosstandart) and other responsible bodies shall be commissioned, in accordance with established procedure, with the task of executing the state supervision and control over the observance of energy efficiency and energy quality characteristics set by respective standards and norms.
