2. Electricity purchase and sale must be effected through meters and contracts. The signing of electricity­selling and ­purchasing contracts shall comply with the provisions of Articles 26, 27 and 28 of the Government's Decree No. 45/2001/ND­CP of August 2, 2001 on electric power activities and electricity use.
National policy structure: 
1 This Circular guides the application of electricity­selling prices under the Prime Minister's Decision No. 215/QD­TTg of December 29, 2004. The electricity­selling prices under Decision No. 215/QD­TTg shall apply to subjects using electricity for production, business or service purposes; daily­life consumption; to non­business administrative agencies; rural electricity management units which sign electricity trading contracts directly with units selling electricity from national grids and being licensed for electricity activities in the electricity distribution and trading domains. The electricity­selling prices prescribed in Decision No. 215/QD­TTg are the prices exclusive of value added tax and determined according to the quality standards provided for in the Government's Decree No. 45/2001/ND­CP of August 2, 2001 on electric power activities and electricity use.
