Energy management principles: 
a. Fines for breach of power purchase and sale contract shall be agreed upon by the parties and stated in the contract or as prescribed by law. electricity supply and use are handled by the Departments of Industry of the provinces and centrally-run cities (hereinafter referred to as the provincial Department of Industry), the management and use of fines shall be applied according to the provisions of Circular No. this. b. Fines for violations of power purchase and sale contracts are negotiated by the parties themselves, amounts paid to the Court or arbitration agency for settlement of violations of the electricity purchase and sale contract, and compensation for damage caused by the breach of the electricity purchase and sale contract. The fines for administrative violations in the electricity sector do not apply the provisions of this Circular.
