Energy management principles: 
1. Authority to inspect electricity activities and electricity use. a) Electricity inspectors of state management agencies in charge of electricity activities and electricity use have the right to inspect the observance of the provisions of law on electricity activities and electricity use. b) Electricity inspectors of electricity wholesalers and retailers have the right to inspect the observance of the provisions of the law on electricity use. c) Electricity inspectors of electricity transmission and distribution units have the right to inspect the observance of the provisions of law on safety protection of electricity works and electricity grids.
National policy structure: 
This Regulation prescribes the order and procedures for inspecting electricity activities in the fields of electricity generation, electricity transmission, electricity distribution, electricity wholesale, electricity retailing and electricity use; dispute settlement of electricity purchase and sale contracts applies to organizations and individuals engaged in electricity activities, electricity use and other related activities. Disputes over power purchase and sale contracts in the competitive electricity market do not fall within the scope of this Regulation.
