Overall Summary: 
The National Energy Program of the Republic of Kyrgyzstan has been developed pursuant to the resolutions of the Government of the Kyrgyz Republic of February 15, 2006 N 71-р and June 10, 2006 N 310-р with an aim to ensure stable and reliable supply of power to consumers, to facilitate the introduction of innovative technologies and to increase efficiency of the national energy sector. Goals, objectives and main directions of the mid-term and long-term energy policy are stipulated, relevant mechanisms to support the implementation are designed.
Efficiency
EE priorities: 
The policy reaffirms strong commitment to achieving the objective of improved energy efficiency in generation, transmission and dispatch of electric and thermal power.
Renewable Energy
RE priorities: 
Priorities for the development of energy sector: abrupt decline in fossil fuel emissions shall be achieved with the introduction of alternative / renewable sources of energy.
RE action plans: 
To establish economically and technically feasible scales development of small hydropower in the Kyrgyz Republic is necessary: 1. Adoption of the Law of the Kyrgyz Republic "On the use of renewal renewable energy sources ". 2. Creation of the Fund for the development of renewable energy sources and small hydropower. 3. Development of the National scientific and technical program for the use renewable energy sources and the development of small hydropower, its state support.
Environment
Energy environmental priorities: 
Significant efforts will be taken at the national level to tackle emerging and persistent environmental concerns; vast potential exists for increasing the uptake of renewable sources of energy.
Pricing
Energy pricing: 
Appropriate regulatory frameworks shall be evolved to provide comprehensive responses to the issues existing in the area of tariff determination, customs, tax, and antimonopoly regulation.
