Overall Summary: 
Present Plan places a special focus on addressing the issue of climate change, promotes activities that build on the following strategic pillars: emission reduction, low-carbon growth, sustainable development of the energy sector. The policy is developed pursuant to the paragraph 1 article 94-5 of the Environmental Code of the Republic of Kazakhstan of 9 November 2007.
Environment
Energy environmental priorities: 
GHG emission requirements and regulations translate into a comprehensive system that contributes to Kazakhstan’s ambitious action on climate change.
GHG emissions reduction targets: 
The Plan determines policy responses to the most crucial environmental issues, including climate change, devises ways to promote low-carbon growth. Among mechanisms applied is setting quotas on GHG emissions. Under art. 1.2, carbon dioxide emissions exceeding 20 000 t shall be limited in 2014-2015. --- The Plan sets quantitative limits on the volume of GHG emissions by sectors of economy, more specifically: a) energy sector: (2014) 60 enterprises, 92 889 901 t. of carbon dioxide, 0 percent above the baseline year; (2015) 60 enterprises, 91 496 552 t. of carbon dioxide, 1.5 percent above the baseline year; b) coal, oil and gas industry: (2014) 66 enterprises, 23 430 347 t. of carbon dioxide, 0 percent above the baseline year, (2015) 66 enterprises, 23 430 347 t. of carbon dioxide, 1.5 percent above the baseline year. --- Full list of industrial enterprises subject to emission regulation can be found in Annex II.
