Overall Summary: 
The Law defines the overall legal framework including definition of legal responsibilities and the instruments to foster energy efficiency in the Republic of Kygryzstan. The Law was adopted to promote energy efficiency in generation, transmission and consumption of energy. As amended in 2008, at the national level it defines procedures for energy conservation development, specifies financial sources, determines legal, organisational, economic and financial bases as well as regulatory mechanisms in the field of energy efficiency. Outlines are provided on methodology for energy performance assessment, energy performance certification, moreover, the policy envisages enhancing the compatibility of regulations, harmonizing existing technical procedures and standards.
Efficiency
EE targets: 
In Chapter 3 the focus is made on energy performance targets and standards, energy audit, certification and metrology requirements for promoting energy efficiency, guidelines are provided for mandatory accounting of produced and consumed energy.
EE action plans: 
Stimulation of increasing the efficiency of the use of energy resources is carried out by: [...] - providing grants from the Energy Saving Fund to socially significant projects, the maximum share of which in the total project financing is determined by the Government of the Kyrgyz Republic; - accounting in prices for energy resources of costs for the implementation of energy-saving measures, including capital costs for power plants using renewable sources, built within the framework of government programs (projects) to improve energy efficiency; - establishment of norms for depreciation of energy-saving equipment, materials, metering devices, control and regulation of energy resources, the list of which is established by the authorized state body for developing a policy in the field of energy saving; - gratuitous financial, technical and other investments or participation of entities in the field of energy saving in the implementation of energy saving measures; - granting subsidies for electricity generated from biomass and using renewable sources.
EE building standards: 
Objectives of the state EE strategy include improvement of the existing system of energy audit and management.---Articles 15-18 propose a comprehensive approach to mandating energy efficiency requirements, specifically, for EE standards, certification rules and metrology.

Proposed measures include public awareness and EE promotional campaigns.

Investment
Energy sector investment priorities: 
Evolving appropriate incentives and regularity frameworks are required for enhancing international cooperation on energy conservation – Chapter VI. The policy endorses the need for strengthening partnership initiatives for attracting energy investments and deploying advanced technologies.
Governance
Energy management principles: 
For power plants that use renewable energy sources and whose construction is carried out in accordance with programs in the field of energy conservation, electricity prices should ensure the return on capital investments in the construction of these plants in a period of 7 to 8 years in agreement with the authorized state body for policy development in the field of energy saving.
Energy institutional structures: 
With an aim to promote innovative technologies in energy efficiency, the Law proposes setting up an energy conservation fund. Required financing would be accumulated from various extra budgetary sources.
