Overall Summary: 
The Water Code adopted by the National Assembly on the 4 July 2002 determines policy actions and establishes measures for improving water management in the Republic of Armenia. In line with efforts taken at the national level to integrate environmental sustainability in Armenia’s current development pattern, the policy aims to strengthen the system of water resources management.
Environment
Energy-water nexus: 
Harness Armenia’s hydropower resources for sustainable growth. --- Art.1. Hydrotechnical structures related to the use of water resources causing the alteration of water flow or used to convey water resources, including (but not limited to): dams, dikes, embankments, canals, channels, wells, pipelines, pumping plants, purification plants, water outlets, spillways, aqueducts and water storage facilities, any machinery, appliances, apparatus that constructed, erected or used for impounding, storage, conveyance, distribution, drainage, control or extraction of water, power generation, water treatment, water use, or rainfall collection. The policy recognizes the importance of improving regulatory frameworks for the management of water resources in the Republic of Armenia. --- Article 17. Water Basin Management Plans. Based on the National Water Program, the Water Resources Management and Protection Body shall develop Water Basin Management Plans that shall be approved by the Government. Water Basin Management Planning shall balance the interconnected relationship of all water users, including communities, power generation, industry, agriculture and environment.

Governance
National policy structure: 
Water relations in the Republic of Armenia are regulated by the present Code, relevant laws of the Republic of Armenia and legal acts. Issues related to Lake Sevan are regulated by the present law. In case international treaties ratified by the Republic of Armenia establish norms other than those provided by the Code, norms stipulated by international treaties shall prevail. --- The policy recognizes the importance of improving regulatory frameworks for the management of water resources in the Republic of Armenia. Art. 4. Armenian Government shall be tasked with drafting relevant regulatory documents, including the Law on Water Users Associations and Federations, Law on the Concepts of the National Water Policy, Law on the Establishment of the Regulatory Commission, Law on the National Water Program, Law on Hydropower, etc.
Energy institutional structures: 
Article 3. Authorities of the Government of the Republic of Armenia. Government of the Republic of Armenia through its corresponding state governmental bodies shall ensure the objectives set by the Code are met. --- The Code describes the Government’s general policy for the use of water resources in the Republic of Armenia, it thereby overhauls the regulatory regime in the water sector and provides for the existing Government structure. --- Dispute Resolution Commission: a commission under the National Water Council (resolves disputes related to water use permits). Water Resources Management and Protection Body: a body authorized by the Government of the Republic of Armenia responsible for the management and protection of water resources. Water Systems Management Body: a body authorized by the Government of the Republic of Armenia responsible for organization of water supply and wastewater services, water systems. Regulatory Board of the Water Users Associations and Federations of Water Users Associations: a body under the Government of the Republic of Armenia. Regulatory Commission: an independent commission that determines tariff policy in water sector and issues water use permits.
