Overall Summary:

The Agreement reaffirms Armenia’s climate change commitments considering the Clean Development Mechanism – defined in art. 12 - the principle underlying mechanism for implementation of the Kyoto Protocol under the United Nations Framework Convention on Climate Change. Broader involvement of relevant stakeholders in climate and environmental change initiatives at the national level shall be ensured. The Kyoto Protocol was ratified pursuant to the Decision of the National Assembly of the Republic of Armenia № 323-2 of 26 December 2002.

The roles of government institutions involved are specified. ------- Art. 1. The Ministry of Nature Protection of the Republic of Armenia shall be tasked with implementation of the Clean Development Mechanism of the Kyoto Protocol under the United Nations Framework Convention on Climate Change. A comprehensive program of work shall be carried out to address the adverse consequences of climate change. Considerable efforts shall be undertaken to effectively mainstream climate change into development planning.

Decision N974-N on Implementation of Projects within the Framework of the Clean Development Mechanism of the Kyoto Protocol under the United Nations Framework Convention on Climate Change

To ensure the implementation of Article 12 of the Kyoto Protocol (The Republic of Armenia joined the Kyoto Protocol by the Decision of the National Assembly of RA N 323-2, dated December 26, 2002) under the United Nations Framework Convention on Climate Change

The Government of the Republic of Armenia decides to:

1. Recognize that the Ministry of Nature Protection of the Republic of Armenia is the Designated National Authority for the Clean Development Mechanism, which is defined by Article 12 of the Kyoto Protocol under the United Nations Framework Convention on Climate Change.

2. Define that the Ministry of Nature Protection of the Republic of Armenia:

a) Approves the compliance of project activities implemented under the Clean Development Mechanism with the requirements of Article 12 of the Kyoto Protocol;

b) Certifies the voluntary participation of project participants in a project implemented under the Clean Development Mechanism;

c) Ensures availability of information on projects implemented under the Clean Development Mechanism;

d) Conducts negotiations with potential investors and develops strategic directions for implementation of projects under the Clean Development Mechanism;

e) Ensures the efficient participation of the Republic of Armenia in the international processes of the Clean Development Mechanism under the Kyoto Protocol;

f) Ensures the co-ordination of the Clean Development Mechanism projects and project documents with relevant stakeholders and organizations, according to the procedures defined by the legislation of the Republic of Armenia;

3. To the Minister of Nature Protection of the Republic of Armenia:

a) Within a three-month period, to approve the Procedure for submission of project documents under the Clean Development Mechanism,

b) Jointly with the Ministry of Foreign Affaires of the Republic of Armenia, to negotiate with international organizations and/or donors for provision of technical and financial assistance to the Designated National Authority.

4. The Decision enters into force on the 10th day after its official promulgation.
