Overall Summary: 
Elucidating the interlinkages between energy, environment and innovative growth, the Strategy seeks to advance efforts on the way to cleaner, more efficient and robust energy system in the Russian Federation. It is of utmost importance to give due consideration to the development of alternative and renewable sources of energy, enhance energy efficiency, and, in a broader sense, increase competitiveness of the national energy sector. Present Strategy was adopted pursuant to the Order of the Government of the Russian Federation N 2227-r of 8 December 2011.

Chapter VIII stresses the importance of innovative development on the basis of resource- and energy conserving technologies.

RE priorities: 
The policy elicits the benefits of integrated approaches to the development and deployment of renewable sources of energy.

Investment climate development: 
Chapter IV. Russian industrial capacities might be substantially strengthened due to national attempts to trigger foreign direct investment.
Governance
Energy management principles: 
Chapter II. The policy reviews the economic and price developments in Russia’s energy sector over the past several decades addressing fully specific concerns. In order to integrate beneficially into the global energy system, considerable efforts have to be taken for economic diversification. Of crucial importance are the three elements: improving energy efficiency, supporting the deployment of renewable sources of energy (including nuclear), and ensuring environmental sustainability.
Energy institutional structures: 
Regulatory and institutional capacities have to be built to accelerate growth and structural rebalancing. ----------- The Ministry of Economic Development and the Ministry of Education and Science of the Russian Federation shall proactively participate in setting an enabling environment for innovative development, shall monitor and report on policy implementation.
