Overall Summary: 
The purpose of this Act is to develop the national economy and improve the people's lives by stabilizing the supply and demand as well as the prices of petroleum and ensuring the proper quality of petroleum products and petroleum substitute fuel. This Act replaces previous Acts and has been amended by subsequent Acts.
Pricing
Energy taxation: 
The Minister of Knowledge Economy may collect dues from persons falling under any of the following subparagraphs in order to stabilize the supply and demand of petroleum as well as the prices of petroleum: 1. Petroleum refinery business operators, petroleum export-import business operators and petroleum sales business operators who import petroleum or sell petroleum products; 2. Petroleum refinery business operators or petroleum export-import business operators who gain excessively high profits from severe fluctuations in international petroleum prices. (2) The amount of dues [...] shall be as follows: 1. Dues under paragraph (1) 1: The amount prescribed by Presidential Decree within the scope of 36 won per liter of petroleum imported or petroleum products sold (in cases of natural gas and petroleum gas, the amount equivalent to 36 won per liter of the liquified gas thereof); 2. Dues under paragraph (1) 2: The amount published by the Minister of Knowledge Economy after consulting with the Minister of Strategy and Finance within an amount not exceeding the difference between the prices of petroleum imported and the domestic prices of petroleum. (3) Persons obliged to pay dues under paragraph (1), standards for imposing dues, methods of collecting dues, the postponement of collecting dues and other necessary matters concerning the imposition and collection of dues shall be prescribed by Presidential Decree. [...].---The Minister of Knowledge Economy may collect import or sale dues from petroleum substitute fuel manufacture and export-import business operators who import or sell petroleum substitute fuel to the extent necessary to stabilize the supply and demand as wells as the prices of petroleum[...] (2) The amount of dues under paragraph (1) shall be prescribed by Presidential Decree within the scope of 36 won per liter of the petroleum substitute fuel imported and sold (where the petroleum substitute fuel is in the state of gas, the amount equivalent to 36 won per liter based on the time when the gas is liquefied).
Energy pricing: 
The Minister of Knowledge Economy shall establish the goal for petroleum stockpiling in order to stabilize the supply and demand of petroleum as well as the prices of petroleum [...].---Where the import and sales prices of petroleum severely fluctuate or are feared to severely fluctuate and it is deemed necessary to stabilize people's lives and smoothly operate the national economy, the Minister of Knowledge Economy may set the maximum sales prices or minimum sales prices of petroleum for petroleum refinery business operators, petroleum export-import business operators or petroleum sales business operators, taking into account the international prices of petroleum products and the economic situation in Korea and abroad.---The Minister of Knowledge Economy may collect dues from persons falling under any of the following subparagraphs in order to stabilize the supply and demand of petroleum as well as the prices of petroleum: 1. Petroleum refinery business operators, petroleum export-import business operators and petroleum sales business operators who import petroleum or sell petroleum products; 2. Governance
Energy management principles: 
(1) No petroleum refiner, petroleum exporter, or importer, international petroleum trader, petroleum retailer, petroleum stockpiling agent, or an alternative fuel manufacturer shall engage in any of the following conduct. Further details concerning the types of business facilities referred to in subparagraphs 1 and 4 and the installation and alteration of such facilities, shall be prescribed by Presidential Decree: [...] 8. Selling kerosene, secondary fuel oil, bio-diesel, bio-ethanol, solvent, lubricant, base oil, light oil for ships, or petroleum intermediate products as fuel for motor vehicles defined in subparagraph 1 of Article 2 of the Motor Vehicle Management Act or motor vehicles and machines prescribed by Presidential Decree; [...]
National policy structure: 
The purpose of this Act is to develop the national economy and to improve the people's lives by stabilizing the supply and demand as well as petroleum prices and ensuring the quality of petroleum products and alternative fuels. --- The Minister of Knowledge Economy shall take policy steps necessary to attain the goal for petroleum stockpiling [...].
Energy institutional structures: 
The Institute shall be established in order to promote efficient and systematic distribution and quality management of petroleum and petroleum substitute fuel.
