Overall Summary: 
The Decree proposes to draft a regulation for increasing energy efficiency, reducing energy consumption and associated environmental impacts in the Russian Federation. The present policy is a guideline document for provision of financial, technological and capacity-building support to implementation of projects for improving energy efficiency.

Energy conservation measures in relevant sectors incorporate advanced production technologies and lower energy consumption.
EE targets: 
By 2020, the policy sets out the target of decreasing energy intensity rate by 40 per cent of 2007 level, thus, a sound approach envisaging a set of measures for the sustainable use of energy and environment protection is being proposed.
Governance
Energy management principles: 
The framework of the present Decree encompasses a set of policy initiatives for the period of 2008-2009. The Government of the Russian Federation is to implement the national plan for improving energy efficiency, specifically, concentrating on the areas of energy pricing and subsidization, reinforcing economic incentives and mechanisms for introduction of energy efficient technologies, promoting environmental awareness establishing emission reduction targets and standards. The Decree concentrates on pollution abatement and control. Technical regulation activities are requested to be implemented in the power sector, construction, transport, housing and utilities sector.
