Overall Summary: 
The draft Federal Law On State Policy for Deployment of Unconventional Renewable Energy was adopted in 1999 by the State Duma (the Lower Chamber of Parliament) with consequent approval by the Council of Federation but later on the draft was vetoed by the President of the Russian Federation. Adoption of a new Law is scheduled for the end of 2014, the Law is to establish regulatory frameworks for developing renewable energy sources in the Russian Federation, thus far, renewable energy had no specific regulatory coverage in the Russian Federation.
Renewable Energy
RE priorities: 
Art. 5 stipulates national priorities for renewable energy sources development. In response to the need for expanding renewable energy activities in the Russian Federation, the Law defines regulatory principles targeting sustainable RES development, prioritizing social and environment dimensions of growth, developing required regulatory frameworks and incentives for promoting RES in the Russian Federation.
RE feed-in tariffs: 
To accelerate the development of emerging renewable energy sources, a feed-in tariff system is envisioned by the Law. The Law formulates and promulgates a set of policy measures for establishing a feed-in tariff system. Activities on renewable energy sources development and deployment are considered part of environmental strategy as a whole. The Federal Law on Energy Conservation (part 2 and 3) regulates energy supply from RES provided by off-grid heat and electricity producers.
RE public awareness/promotional programmes: 
Art. 17. The article considers main information obstacles to implementation of renewable energy projects and proposes a comprehensive set of measures for promoting RES through building public awareness. A range of public awareness measures includes improving information exchange, enhancing cooperation and training activities. In accordance with the present Law, Government bodies regulating RES shall oversee public awareness campaigns.
Investment
Energy sector investment priorities: 
Art. 12. Among national mechanisms for putting RES incentives into effect are a number of instruments, energy investments is considered the priority one (Three percent of national budget is the expected expenditure on the fuel and energy sector development). The article underlines that policies and frameworks development prioritizes introduction of RES technologies. Establishing financial mechanisms for RES projects is envisaged as a multifaceted task that requires government guarantees for investment projects implementation.
Governance
Statistics collection and management: 
Art. 9. Renewable energy statistics collection and management shall be carried out at the national level by the federal regulatory body mandated by the Government of the Russian Federation.
