Overall Summary: 
For the purposes of ensuring government control over implementation of activities related to the electric power industry reform, the transitional period of the electric power industry reform shall be introduced from the day of entry into force of the Federal Law "On the Electric Power Industry" to July 1, 2008. During the transitional period, the resolutions of the management bodies of Unified Energy System of Russia concerning its reorganization (including resolutions on the reorganization of the company and its form, the procedure for the allocation of shares in the reorganized company, the formation of property of the companies established through reorganization) shall be adopted by a simple majority of votes cast by voters (part one as amended by Federal Law No. 250-FZ of November 4, 2007).
Pricing
Energy pricing: 
Art. 5. The level of government regulated prices (tariffs) in the electric power industry shall be brought to a level ensuring economically feasible rate of return on investment in the types of activity of the electric power industry participants to which the government regulation of prices (tariffs) applies in accordance with the program for changing the level of government regulated prices (tariffs) in the electric power industry approved by the Government of the Russian Federation. -- Art. 6. For the purposes of ensuring consistent step-by-step reform of the wholesale and retail electricity and capacity markets by January 1, 2011 the Government of the Russian Federation shall be authorized to: 1) set limits on the amount of electricity and capacity which shall be allowed to be sold at free (unregulated) prices to each wholesale market participant that is a supplier of electricity (capacity). By January 1, 2011 the sale of such amount of electricity (capacity) shall be brought to 100 percent of electricity and capacity for all categories of electricity consumers, with the exception of the amount of electricity (capacity) consumed by households under the agreements for power supply and the provision of public utility services to households with regard to power supply; 2) define the list of the wholesale market zones (hereinafter the "wholesale market price zones") coinciding with the territories of one or more constituent entities of the Russian Federation within which all electric power industry’s entities shall be granted the right to perform activities related to the purchase and sale of electricity at free (unregulated) prices. --- Art. 10. The wholesale market rules envisioned by article 21 of the Federal Law "On the Electric Power Industry" shall come into force not earlier than July 1, 2005. The Government of the Russian Federation shall exercise control over the progress of implementation of the electric power industry reform and the reorganization of Unified Energy System of Russia. During the transitional period of the electric power industry reform, the Government of the Russian Federation every six months shall inform the State Duma of the Federal Assembly of the Russian Federation and the Federation Council of the Federal Assembly of the Russian Federation of the progress of the electric power industry reform.

Energy institutional structures: 
Art 8. The Unified National (All-Russian) Power Grid management organization and the system operator shall be subsidiary open joint-stock companies of Unified Energy System of Russia established upon the following conditions: 1)the property beneficially owned by Unified Energy System of Russia and included in accordance with article 7 of the Federal Law "On the Electric Power Industry" in the Unified National (All-Russian) Power Grid shall be contributed as payment of the authorized capital of the Unified National (All-Russian) Power Grid management organization; 2) the property beneficially owned by Centralized Dispatching Administration and a part of the property beneficially owned by Unified Energy System of Russia and used in the process of dispatching administration in the electric power industry shall be contributed as payment of the authorized capital of the system operator. Participation of the Russian Federation in the authorized capital of the Unified National (All-Russian) Power Grid management organization in an amount of at least 52 percent shall be ensured not later than the final date of the transitional period of the electric power industry reform. Participation of the Russian Federation in the authorized capital of the system operator in an amount of at least 100 percent shall be ensured not later than the final date of the transitional period of the electric power industry reform.
