Overall Summary: 
The Program was adopted by the Ministry of Energy pursuant to the Directive of the Russian Government No.1950-r of 11 November 2010. The Program focuses on nine priority action areas and includes the following subprograms: 1. Energy Conservation and Improving Energy Efficiency of the Power Sector, 2. Energy Conservation and Improving Energy Efficiency in Heating and Utilities, 3. Energy Conservation and Improving Energy Efficiency in Industrial Sector, 4. Energy Conservation and Improving Energy Efficiency in Transport, 5. Energy Conservation and Improving Energy Efficiency of Municipal Institutions, 6. Energy Conservation and Improving Energy Efficiency in Residential Sector, 7. Enhancing Energy Efficiency and Improving Energy Conservation at the Regional Level (Subjects of the Russian Federation), 8. Improving Energy Efficiency of Agricultural Sector, 9. Provision of Relevant Methodological Support, Information and Human Capacities for Improving Energy Conservation and Enhancing Energy Efficiency. --- In 2013, the policy ceased to be in force with the adoption of the State Program on Energy Efficiency and Power Sector Development for 2013-2020.
Efficiency
EE targets: 
The target to reduce energy intensity of GNP is set as 13.5 percent, aggregate power intensity reduction is to achieve 40 percent during the period 2007 – 2020. --- Annex 4 contains break-out data on energy conservation target values by sectors of economy. --- Strengthening technical measures on energy conservation in transport should result in increase of the annual primary energy savings (5.85 mtoe during stage one of the program implementation in 2016 and 14.21 mtoe by 2021). Estimates made for targeted total primary energy savings are equal to 18.54 mtoe for 2011-2015 and 72.2 mtoe for 2016-2020.
EE action plans: 
Given the fact that energy intensity rate for the Russian Federation is relatively high, the Program proposes a number of initiatives to meet the established reduction targets. Energy conservation therefore is scoped as encompassing the following aspects 1) structural changes introduced to Russian economy, 2) price increase, 3) advancing an array of energy conservation technologies and 4) changing existing industrial patterns.
EE building standards: 
[...] In compliance with the Comprehensive Program on Modernization and Restructuring of the Housing and Utility Sector for 2010- 2020 adopted on 2 February 2010 N 102-p, the present Program requires to put in place mandatory audits and standards for energy efficient buildings. The implementation of technological measures is expected to increase annual primary energy saving to 9.44 mtoe within the first stage of Program (by 2016) and to 17.04 mtoe within stage two (by 2021). Overall saving in primary energy consumption is to archive 29.18 mtoe (2011 – 2015) and 97.83 mtoe (2011 – 2020).
EE transport standards : 
The objective stated in the Subprogram 5 “Energy Conservation and Improving Energy Efficiency in Transport” is to enable sustainable energy solutions in the transport sector, address existing energy security issues and environmental concerns. Energy audit activities will be intensified in the transport sector.
EE financial incentives: 
Sources of Program funding include the federal budget of the Russian Federation (70 bln. Rub.), regional budgets (625 bln. Rub.) and extra-budgetary resources (8837 bln. Rub.). --- The Program stresses that inadequate access to financial resources is considered one of the main barriers to expanding energy conservation activities. Annex 10 outlines provisions for financial incentives developed by the Government of the Russian Federation primarily for the industrial sector, also covering projects in other major areas.
EE public awareness/promotional programmes: 
Subprogram 9. As a measure to advance energy efficiency in the Russian Federation, the Program proposes establishing a national information system and carrying out publicity and information campaigns for building awareness on energy conservation issues. Subprogram 9 proposes a set of measures to strengthen human capacities (skilled and competent workforce) and accelerate research and development for implementation of energy conservation initiatives.
Environment
GHG emissions reduction targets: 
The Program identifies opportunities for mitigating green house gas emissions and targets substantial reduction equal to 207 Mt CO2 eq. by 2016 and 409 Mt CO2 eq. by 2021.
Technology
Clean energy technology deployment: 
The policy emphasizes the need to accelerate progress towards transferring to cleaner and energy efficient technologies.
