Overall Summary: 
The Concept contains the objective of increasing the contribution of atomic energy to sustainability of the national energy sector. Despite the fact that the Russian Federation meets its commitments on the peaceful use of nuclear energy in a variety of ways adhering to the treaties on non-proliferation of nuclear weapons, considerable efforts have to be taken at the national level to achieve the highest standards of nuclear and radiation safety.
Environment
Energy environmental priorities: 
Not to embark prematurely on measures to increase the uptake of nuclear power giving no consideration to environmental risks and vulnerabilities. The policy elicits the benefits of multi-sectoral approach to environmental sustainability, focusing on the sustainable pathways for the development of national energy sector. --- Norms shall be tightened for disposal of environmentally harmful substances. (This specifically applies to nuclear waste treatment.) --- Art. 12. Considerable efforts will be made to assess of effects and risks of radioactive contamination, to ensure radioactive safety of nuclear power generation facilities.

Energy Supply and Infrastructure
Infrastructure development priorities: 
Under Art. 11 sufficient financial resources have to be made available to support national infrastructure initiatives, in particular, projects on disposal of nuclear waste and irradiated fuel.
Governance
National policy structure: 
Art.1. Principles of the State Policy on Ensuring Nuclear and Radiation Security until 2010 laid the foundation for future efforts on prevention of atomic catastrophes, seek to harness Russia’s nuclear resources for economic growth.
Energy institutional structures: 
Art. 9-10. Ongoing work shall be carried out by specialized agencies, including the Federal Agency on Nuclear Energy, the Emergency Ministry of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring, etc. to reduce the risks of nuclear contamination and radiation.
Technology
Clean energy technology priorities: 
Art.1. The Concept attempts to bring evidence to significance of nuclear power generation in the Russian Federation. It is stipulated that national atomic industry – given the rise in 40-50s – will remain being essential. Most of regulatory measures phased in over a long period of time are aimed at technological advancement of the industry and increasing its competitiveness.
Clean energy technology deployment: 
The policy focuses on technological, scientific and economic aspects of nuclear industry development, identifies mechanisms for the deployment of advanced nuclear technologies.
