Overall Summary: 
The present Strategy is the principle regulatory document adopted to implement a comprehensive set of measures for the power grid development in the Russian Federation. The policy is developed in pursuance of the Presidential Executive Order No. 1567 of 22 November 2012, and envisages provision of reliable, high-quality and accessible power supply for consumers by means of ensuring maximum efficiency of the power grid infrastructure. Establishment of appropriate coherent policies is required by the present Strategy for refurbishment and expansion of existing power infrastructure. The Strategy stresses the need for ensuring compliance with international norms - as an indispensable prerequisite for sustainable power sector development in the Russian Federation. An emphasis is placed on defining improvements in existing national regulatory frameworks along with strengthening linkages with global initiatives on energy.
Access
Energy access priorities: 
[I]t is vital to ensure appropriate, adequate and affordable access to energy along with reducing physical disruptions of the energy system. Regulatory frameworks on improving the power grid system of the Russian Federation target achieving theses objectives, and - as affordable access to energy services underpins development - aim to maximize development benefits in the long-term perspective. The Strategy emphasizes that national energy security objectives will prioritize infrastructure development and improving interconnection between power grid systems. Sustainable and reliable power supply is to be ensured.
Environment
Energy environmental priorities: 
The Strategy shows that there are many options for contributing to environmental protection and explores mechanisms for attaining the established goals. Targets of national environmental security are covered by a specific section of the present policy. Measures to address existing environmental concerns comprise focused actions to mitigate negative environmental impacts, develop and introduce environmental standards and norms to power grid enterprises, advance and deploy sustainable energy technologies, and develop solutions that continuously support energy conservation initiatives. ---To pursue an environmentally responsible track, the policy proposes establishing targeted environmental indicators for the power grid complex of the Russian Federation. Art. VI of the present policy sets out a number of objectives, provisions are in compliance with the Russia’s Social and Economic Development Scenario for 2013 and for the period of 2014-2015, as well as the Long-run Social and Economic Development Scenario of the Russian Federation until 2030.
Pricing
Energy pricing: 
It’s pointed out in art.4 that through introduction of energy market regulation measures the existing tariff system will undergo reformation. The Strategy proposes establishing a tariff regulatory system in which a priority is placed on improving social welfare benefits, enhancing efficiency of the electric power grid along with decreasing operational costs and attracting additional investments. ---- Cross-subsidization issue is brought to the fore in the context of existing vulnerabilities - pertaining, in particular, to lack of competitiveness and transparency - persistent in the Russian energy sector. In 2012, the amount of funding provided to cover cross-subsidization of power grid activities reached 220 bln. rubles. ---- As cross-subsidization in the long-run perspective is considered an unsustainable measure, the Strategy envisages the formulation of effective and coordinated policies targeting regulation of cross-subsidization activities. To resolve existing asymmetries, the policy measures will focus of restructuring and redesigning the existing pattern of cross-subsidization. Considerable shift is expected to be made by 2022 through stage-by-stage decrease of the total amount of financial support, consequently, tariff differentiation measures are to be put in place. More specifically, tariff differentiation and setting will be applied to the JSC The Federal Grid Company of the Unified Energy Systems.
Energy Supply and Infrastructure
Infrastructure development priorities: 
The Strategy emphasizes that national energy security objectives will prioritize infrastructure development and improving interconnection between power grid systems.
Regional integration priorities: 
Art. V. Strengthening integration into global electricity markers and enhancing energy cooperation is a recognized priority for Russia’s power sector development.
Trade
Energy trade priorities: 
Art. V. Strengthening integration into global electricity markers and enhancing energy cooperation is a recognized priority for Russia’s power sector development. Diversifying energy exports through increasing the share of higher value-added products and services is considered a means for improving existing energy trade patterns.
Investment
Financial incentives for energy infrastructure: 
The frameworks of the present document encompass provisions to support investment in power grid infrastructure. For the mid- and long-term perspective, the policy prioritizes investment undertaken for modernization and technological advancement of physical assets. In order to meet the target of decreasing the amortization rate by 50 percent for distribution networks and by 45 percent for the energy highway, large-scale investments – in particular financial resources from regional budgets - are expected to be attracted to the energy system.
Investment climate development: 
Of further concern is the issue of attracting foreign investment to the power grid system of the Russian Federation. Specific paragraph of the Strategy underlines that power infrastructure investments are considered a means of ensuring overall sectoral competitiveness and introducing advanced management practices to Russia’s energy sector. The ultimate objectives, thus far, should be focused on improving operational efficiency by involving forms of foreign proprietorship, improving risk management, and increasing national budget revenues.
Governance
Energy institutional structures: 
The Strategy states that the JSC Russian Power Grid is proposed for being established to carry out the following responsibilities: 1) strategic planning and methodology development; 2) coordination of investment, financial, procurement and other programs; 3) supervision over financial accountability and audit procedures, establishing efficiency target indicators and goals, tracking progress in pursuit of these goals; 4) strengthening appropriate institutional structures; 5) consolidation of local grids to ensure reliability and quality of energy supplies to the consumer. The agency will be established in pursuit of Executive Orders of the Government of the Russian Federation (III 2013) that envisage developing and setting target frameworks for the JSC Russian Power Grid.
Technology
Clean energy technology deployment: 
Appropriate regulatory frameworks are required for technological advancement of the power grid network. Technology and innovation policies will focus on enhancing action to introduce environmentally sound technologies and modern cost-efficient equipment. Objectives of the present policy focus on harmonizing the existing regulatory frameworks for pursuing environmental sustainability and integrating technological advancement of the power sector into the national development strategy. --- Efficient managerial practices shall be introduced to ensure efficiency of the power grid network operation.
