Overall Summary: 
Over the past several decades, a complex array of industrial policies, investment incentives and regulatory control measures was vigorously pursued by the Republic of Kazakhstan. Policies were endorsed by Kazakhstan's Government to stimulate overall economic growth and increase competitiveness. In this context, the regulatory measures addressed structural changes that ensure sustainable and inclusive growth. Kazakhstan was expected to reach top 50 in the global competitiveness rankings. The present policy came into force in accordance with the Strategic Development Plan of the Republic of Kazakhstan until 2020 and the State Program on Forced Industrial and Innovative Development for 2010-2014. The Ministry of Industry and New Technologies and other relevant regulatory bodies were tasked with implementation of the program. The Program focuses on fostering economic sustainability through implementation of a comprehensive set of measures for advancement of Kazakhstan’s power sector. An overall perspective is given on the current status and recent developments in the power sector in the Republic of Kazakhstan. Despite remarkable transformations observed over the past several decades, threats to energy security remain at the top of the policy agenda in the Republic of Kazakhstan. The policy analyzes these threats and outlines ways to resolve existing challenges. --- Sector-specific information is provided by articles. Cross-sectoral measures envisaged by the Program target accelerating the deployment of renewable energy, electricity market restructuring, power sector refurbishment and technological modernization, including advancement of the power generating capacities, and introduction of clean and more efficient coal technologies. The policy establishes a number of specific target indicators and introduces measures for meeting the established goals. --- The policy compiles information on climate change mitigation potentials, benefits, barriers and incentives. ---- An overview is provided on national energy regulatory frameworks, the program stresses the need to strengthen institutional capacities through introduction of best international practices. ---- Funds for program implementation will be allocated from the republican budget. Other sources of funding include budgets of state-owned companies, industrial enterprises and organizations.
Renewable Energy
RE priorities: 
Art 4.1, 4.2 and 4.3. Solar, wind and hydro energy sources are considered important pillars in addressing growing environmental concerns with regard to the security of energy production. The policy stresses that power shift in the energy sector needs to take place. Considering the scarcity of traditional fossil fuels, economic growth and diversification strategy involves developing non-oil and gas sectors. It is underscored that the share of conventional energy sources in Kazakhstan’s energy portfolio is relatively high though traditional fossils are becoming more costly to extract. --- As Kazakhstan assumes legally binding quantified commitments to limit or reduce the greenhouse gas emissions (GHG) in the framework of the Kyoto Protocol, potentials grow for scaling up the use of solar, wind and hyrdoenergy. Deployment of renewable energy is a factor contributing to sustainable development and mitigation of GHG emissions. --- Provisions are encompassed for harnessing wind energy. As Kazakhstan is launching wind projects, significant wind energy potential – estimated as 929 bln. kWh per year – is expected to be unleashed. Vast possibilities exist for scaling up wind energy generation in the South, West, North and Central Kazakhstan Regions.--- Hydropower generation capacities are estimated as 170 bln. kWh per year. The policy envisages introduction of solar panel and portable solar power systems, as well as solar water heaters. --- To unleash the potential of renewable energy improvements need to be defined in existing regulatory frameworks.
RE targets: 
The policy articulates the need to strengthen the presence of renewable energy in Kazakhstan’s energy matrix. Renewable energy sources shall account for more than 1 per cent of total power generation by 2014. Potential renewable energy capacity is estimated as more than 1.0 trln. kWh.
Environment
Energy environmental priorities: 
The policy highlights measures to improve environmental assessment and monitoring systems.
GHG emissions reduction targets: 
The policy encompasses economy-wide emission reduction targets for carbon dioxide (C02), methane (NH4), etc. and complies with provisions of the Kyoto Protocol to the UNFCCC.
Energy Supply and Infrastructure
Infrastructure development priorities: 
Art ’Strengths, weaknesses, opportunities, threats’ focuses on measures to ensure reliability, stability and efficiency of national energy infrastructure through power grid development and modernization of generating facilities. Among existing threats to energy security – specified by the Article - are amortization of generating facilities, power self-sufficiency challenges and supply shortages. --- The policy seeks to enable favorable conditions for investments to the national power sector.
Trade
Energy trade priorities: 
The policy overviews current energy market conditions and places an emphasis on mechanisms for market decentralization. In pursuance of the Energy Act of the Republic of Kazakhstan (2004), operation of regional power grid companies responsible for power buying/selling was made independent from transmission companies and guaranteed electricity suppliers. Steps will be taken to lower barriers to energy trade.
Investment
Independent power producers: 
Establishment of independent power supply organizations is expected to enable competitive conditions in retail electricity markets.
Electricity wholesale markets: 
Measures were undertaken to ensure competitive diversity in wholesale electricity markets.
