Overall Summary: 
The present Plan of Action was adopted by the Government of the Russian Federation pursuant to the Federal Law on Energy Conservation and Improving Energy Efficiency, and on Amendments to Certain Legislative Acts of the Russian Federation (2009). A comprehensive set of cross-sectoral policy measures is proposed to foster eco-efficient energy consumption and accelerate energy efficiency improvements. In overall, the policy establishes an all-encompassing regulatory framework to address recurrent and emerging energy efficiency issues.
Efficiency
EE action plans: 
To tackle existing energy challenges, the present plan addresses the following areas of action: 1) introduction of utility metering and energy efficient appliances; 2) compilation and assessing data on energy consumption; 3) achieving significant improvements in energy efficiency of goods and services through technical regulation and standards; 4) improving energy efficiency in buildings; 5) formulation of coordinated national policies; 6) implementation of energy conservation programs at the regional and municipal level; 7) developing energy services companies; 8) proliferating finance mechanisms; and 9) carrying out advocacy campaigns.
EE lighting and mechanical system standards: 
Among a series of measures introduced to support energy-efficient lightning are restrictions imposed on the circulation of bulbs with wattage exceeding 75 W and 25 W (Art. II). Furthermore, the article stipulates that a national program for recycling of energy-efficient bulbs shall be developed.
EE labeling: 
Art. II establishes frameworks for labeling and marking of products. The policy introduces disclosure rules for energy efficiency in goods. Specification of energy efficiency class is mandatory for certain types of goods and products. Relevant disclosure shall be made in technical documentation accompanying goods and products. Technical characteristics of certified products are required to be in compliance with established energy labeling requirements.
EE building standards: 
Art. III focuses specifically on energy efficiency in residential sector and construction. Under this article, a set of mandatory energy efficiency requirements applicable to buildings and facilities shall be introduced. The policy stipulates that classes of energy efficiency need to be determined for residential buildings, in particular, apartment buildings. Particular attention is paid to energy service contracts.
EE financial incentives: 
Guiding principles for financing energy efficiency are provided in Art. IX. Amendments shall be made to the memorandum of the state corporation “Bank for Development and Foreign Economic Affairs” (Vnesheconombank) to scale up the level of financing in this area. A variety of financial instruments shall be employed and further developed on the basis of energy service contracts.
EE public awareness/promotional programmes: 
Art. X proposes a nation-wide public awareness campaign. Actions carried out by the Ministry of Energy and the Ministry of Economic Development will provide the basis for establishing the national energy efficiency information system. The policy encompasses provisions for setting up specialized energy conservation training centers established with an aim to improve public awareness on energy-related matters at the national and regional levels.
