Pollution control action plans: 
[W]hen making a rule to control the discharge into air of greenhouse gases under its functions [...], a regional council must not have regard to the effects of such a discharge on climate change, except to the extent that the use and development of renewable energy enables a reduction in the discharge into air of greenhouse gases, either— (a)in absolute terms; or (b)relative to the use and development of non-renewable energy.
Investment
Project permitting: 
No person may take, use, dam, or divert any open coastal water, or take or use any heat or energy from any open coastal water, in a manner that contravenes a national environmental standard or a regional rule unless the activity— (a)is expressly allowed by a resource consent; or (b)is an activity allowed by section 20A.
