Overall Summary: 
The present document approved four rules: 1) the rules for non-discriminatory access to power transmission services and rendering of these services, 2) the rules for non-discriminatory access to dispatching services in the electric power industry and rendering of these services, 3) the rules for non-discriminatory access to services rendered by the Administrator of Trading System functioning within the wholesale power market and rendering of these services, and 4) the rules for technological connection of power receiving devices (power plants) owned by legal entities and natural persons to power grids. The rules provided equal rights for all the consumers of electricity and services regardless of their organizational form and relations with the service provider.

Energy access priorities: 
Non-discriminatory access to electric power transmission provides for equal conditions of these services to their customers, regardless of the legal form and legal relationship with the provider of these services. Network organization in providing services for the transmission of electrical energy required to comply with common standards of quality of service network organizations of their service consumers, approved by the federal executive authority responsible for the development and implementation of state policy and normative legal regulation in the sphere of fuel and energy complex.
Energy service quality targets: 
In order to identify, and rational use of the amount of power transmission facilities network organization is obliged to keep records of reserved maximum power in relation to electricity consumers, the maximum capacity of the power devices which borders carrying supplies is not less than 670 kW, which includes measures to identify and regular monitoring of changes the value of the maximum power reserved in accordance with this paragraph. Redundant maximum power is defined as the difference between the maximum capacity of power equipment and consumer power used in the relevant settlement period for determining the obligations of the consumer to pay for services on electric power transmission in accordance with paragraph 15 (1) of this Regulation. In the absence of data on the hourly electricity consumption volumes redundant maximum power is calculated from the results of the control measurements and other available information. Starting from July 1st 2012 a network organization at the end of the billing period for each consumer of electricity, which has concluded an agreement with that network organization and the maximum capacity of the power devices is within the boundaries of balance participation of not less than 670 kW, it calculates the amount of reserved maximum power. For information purposes, a network organization indicates the amount of reserved maximum power as a separate line in the accounts for the services of electricity transmission, it exposed consumers of electrical energy for which this value is to be determined. Network organization not later than the 20th day of the month following the end of each quarter, submit to the relevant executive authorities of the Russian Federation in the field of state regulation of tariff data on the average quarterly value of reserved maximum power total for all electricity consumers in respect of which the the value determined in respect of power receivers which such a network organization contract, broken down for each voltage level.

The Federal Antimonopoly service is the authorized federal executive authority to ensure public control over the observance of the rules of non-discriminatory access to electricity transmission services by operational dispatch management in the electric power and services trading system administrator and authorized federal executive body for overseeing the observance of the rules of grid connection of consumers of electric energy facilities for the production of electric energy and transmission facilities owned grid companies and other persons to electric grids.
