Overall Summary: 
As recently the Republic of Kazakhstan has adopted a complex array of regulations to accelerate transition towards sustainable energy, the present Law was endorsed in line with these policies to support the penetration of renewable energy into the national energy mix. The Law proposes a long-term vision for the development of non-polluting energy sources – as a means of ensuring environmental security, climate change mitigation, and attaining progress towards low-carbon, sustainable and eco-efficient economy. The proposed instruments aim to unleash the existing potential of renewable energy, while remaining barriers to renewable energy trade are expected to be removed. Emphasis is placed on improving renewable energy pricing mechanisms. --- It is underscored that the formulation of effective, coordinated and coherent policies is an indispensable prerequisite for the promotion of renewable energy, thereby the policy aims to reinforce the Plan of Action on the Development of Alternative and Renewable Energy for 2013-2020 adopted by the Government of Kazakhstan in 2013.
Renewable Energy
RE priorities: 
The policy stipulates that considerable shift is expected to be made towards cleaner energy system - to achieve this goal, existing regulatory frameworks require being strengthened. The policy aims to transform the national energy sector towards a more balanced and sustainable model, thus encompasses measures to generate efficiency improvements, reduce energy intensity of the national economy and mitigate adverse environmental impacts. Chapter 2, art. 3 highlights national priority goals on the use of renewable energy. Measures will be taken to increase the contribution of renewable energy to the electricity production and to increase renewable heating. The policy actions are scoped as encompassing the following dimensions: developing a plan of action on renewable energy, technical regulation, developing competent and skilled workforce qualified in the field of renewable energy, improving regulatory frameworks on the use of unconventional energy sources.
RE targets: 
The policy reiterates the objective stipulated by the Plan of Action for the Development of Alternative and Renewable Energy for 2013-2020: renewable energy shall account for five per cent in total energy mix by 2024.
RE action plans: 
Art. 4. Results-oriented activities undertaken in the framework of the present law include: projects for construction of renewable energy facilities, measures to increase the uptake of renewable heating and cooling and to proliferate innovative investment mechanisms (investment preferences provided to legal entities carrying out design, construction and operation of RES facilities), to ensure efficient integration of renewable energy into the national power and heating systems, to facilitate market integration of renewable energy and improve RES commercial viability, to ensure compliance with Kazakhstan’s multilateral commitments on greenhouse gas emissions reduction.
RE feed-in tariffs: 
Among policy mechanisms designed to accelerate RES development is a feed-in tariff scheme that allows for the sale of renewable energy at set rates. The scheme is introduced by the Government of Kazakhstan for renewable energy sources for fifteen years (as provided by Art. 8). ---- Art. 1 and 7. A specialized entity - the Centre for Accounting and Finance - is established to exercise the functions of centralized renewable energy sale and purchase. Complex regulatory measures undertaken by the Center aim to ensure balance between production and consumption of renewable energy / heat.
RE heat obligation/mandate: 
Art. 9 establishes frameworks for the regulation of renewable heating. The focus is made on the legal relations with respect to heat tariff regulation, sale and purchase contractual agreements.
Public investment loans or grants: 
Under Art. 4, financial incentives are created to scale up investments in renewable energy projects. The preferential access to investment (preferential treatment regime) is extended for legal entities implementing construction projects and using for these purposes renewable and environmentally-friendly sources of energy. Provisions of Art.4 comply with the investment legislation of the Republic of Kazakhstan.
