Agreement between the Government of the Russian Federation and the Government of the Republic of Turkey on Cooperation in the Construction and Operation of the Akkuyu Nuclear Power Plant in the Republic of Turkey came into force on 27 December 2010. The Agreement provides for the design and construction of a nuclear power plant; development and construction of infrastructure; safe and reliable operation of nuclear power plants etc.

Article 2. Approval of the project. Project approval. The Parties approve the implementation of the Project in accordance with this Agreement. The Parties shall implement this Agreement in accordance with the laws and regulations of the Republic of Turkey, including all licensing regulations, unless otherwise provided by this Agreement. Article 3. Purpose and content. Purpose and content. 1. The Parties shall cooperate in relation to the implementation of the Project. 2. Such cooperation applies, without limitation, to the following: 2.1. design and construction of nuclear power plants; 2.2. development and construction of infrastructure, including, without limitation, infrastructure related to connection to the power grid, necessary for the implementation of the Project; 2.3. Project implementation management; 2.4. ensuring reliable quality of the Project at all stages of design, construction and operation of the NPP; 2.5. NPP commissioning; 2.6. safe and reliable operation of nuclear power plants; 2.7. purchase and sale of electricity generated by nuclear power plants; 2.8. modernization, testing and maintenance of nuclear power plants; 2.9. provision of spare parts in order to eliminate their wear and tear during the entire life of the NPP; 2.10. development and use of diagnostic tools, as well as the application of measures to control the operation of NPP equipment; 2.11. training and retraining of NPP operating personnel; 2.12. development and use of technical training aids, including simulators, for NPP operating personnel; 2.13. scientific support in relation to NPP safety; 2.14. physical protection of nuclear power plants; 2.15. safety and physical protection of nuclear and radioactive materials within the NPP, during transportation from the NPP or to the NPP; 2.16. supply of fresh nuclear fuel; 2.17. decontamination and safe handling of radioactive waste from nuclear power plants; 2.18. design, manufacture, development and assembly of systems, equipment, components and materials for use in the construction and operation of nuclear power plants; 2.19. safe management of spent nuclear fuel resulting from the operation of nuclear power plants; 2.20. transportation of spent nuclear fuel; 2.21. planning for emergency response at nuclear power plants; 2.22. NPP decommissioning; 2.23. nuclear fuel cycle, including the creation and operation of facilities for the production of nuclear fuel in the Republic of Turkey; 2.24. technology transfer; and 2.25. exchange of information and experience in the field of licensing and supervision of nuclear installations and activities and nuclear and radiation safety and physical protection.
