(Garuda Emblem) Ministerial Regulations
Determining Forms and List of Inventories pertaining to Volume and Places of Storage of each Type of Fuel Oils
Imported, Purchased, Distilled, Produced, Acquired, Already Distributed and Remaining in Each Month, and
Plans of Importation, Purchase, Distillation, Production or Distribution of Fuel Oils of Oil Traders under Section 7,

By virtue of Section 6, Section 16, para one and Section 17 para one of the Fuel Oils Trading Act, B.E. 2543, a legislation containing some provisions which limit individual rights and freedom permissible by virtue of the law pursuant with Section 29 in conjunction with Sections 35, 48 and 50 of the Constitution of the Royal Kingdom of Thailand, Ministerial Regulations are hereby issued by the Minister of Energy, as follows:
Clause 1: Oil traders under Section 7 are required to submit their inventories of volume and places of storage of each type of fuel oils imported, purchased, distilled, produced, acquired, distributed and remaining in each month to the Officers in the forms attached hereto, as follows:
(1) For notification of volume and premises of storage of fuel oils imported, purchased, distilled, produced, acquired, distributed and remaining: use Nor Por 201 Form.
(2) For notification of importation of fuel oils: use Nor Por 202 Form.
(3) For notification of volume of fuel oils purchased locally: use Nor Por 203 Form.
(4) For notification of volume of fuel oils distributed to oil traders under Sections 7 and 10: use Nor Por 204 Form.
(5) For notification of volume of fuel oils distributed to general clientele groups in the Kingdom, classified under business categories: use Nor Por 205 Form.
(6) For notification of volume of fuel oils distributed to general clientele groups in the Kingdom, classified under business categories in the various provinces: use Nor Por 206 Form.
(7) For notification of volume of fuel oils distributed to general clientele groups in the Kingdom, classified under industrial categories: use Nor Por 207 Form.
1Remark: Reference to Thai legislation in any jurisdiction shall be made only to the Thai version. This translation has been made so as to establish correct understanding about the law to the foreigners.
(8) For notification of volume of fuel oils classified as industrial raw materials distributed to other manufacturers: use Nor Por 208 Form.
(9) For notification of volume of exported fuel oils: use Nor Por 209 Form.
(10) For notification of volume and places of storage of the mandatory balance of daily oil reserves: use Nor Por 210 Form.
Clause 2: Oil traders under Section 7 are required to submit their plans of importation, purchase, distillation, production or distribution of fuel oils for the next three months in the forms attached hereto, as follows:
(1) For notification of plans of importation, purchase, distillation, production and distribution: use Nor Por 211 Form.
(2) For notification of detailed plans for purchase, distillation or production and distribution of liquefied petroleum gas inside the Kingdom: use Nor Por 212 Form.
Clause 3: For submission of inventories under 1, one set together with 2 duplicates are required, and for submission of plans under 2: 1 set together with 1 duplicate are required. They may be filed directly or by registered mail to the Office of Trade and Fuel Oils Reserves of the Department of Energy Business.
Clause 4: These Ministerial Regulations shall be enforceable on the lapse of ninety days as from the date of their publication in the Royal Government Gazette.

Note: Reasons for issuance of these Ministerial Regulations ensue from stipulations of Sections 16 para one and Section 17, para one of the Fuel Oils Trading Act, B.E. 2543 requiring oil traders under Section 7 to file inventories concerning the volume and places of storage of each type of fuel oils imported, purchased, distilled, produced, acquired, distributed and remaining in each month as well as their plans of importation, purchase, production or distribution of fuel oils for the next three months in the forms as listed in the Ministerial Regulations.
