Energy management principles: 
[...] Whenever the Minister is satisfied that an emergency has arisen or is threatened relating to the supply, distribution or use of fuel and power he may make regulations with respect to such supply, distribution or use or the movement or means of transport including the power to require any person to furnish, keep and produce any information or records in connection therewith.
Energy institutional structures: 
There shall be appointed by the Minister a person to be called the Fuel Controller who shall carry out the functions assigned to him either by any regulations made under this Act or by any other written law.---The Minister may appoint a committee, to be called the Fuel Advisory Committee, of not more than five persons to advise the Fuel Controller in relation to the performance of his functions.
