At the invitation of President Xi Jinping of the People's Republic of China, President Nursultan Nazarbayev of the Republic of Kazakhstan pays a state visit to the People's Republic of China from August 30 to September 3, 2015.

The heads of the People's Republic of China and the Republic of Kazakhstan (hereinafter referred to as the Two Sides) expressed satisfaction with the significant achievements of bilateral cooperation in various fields, and reiterated that they will jointly abide by the "Treaty of Good-Neighborliness and Friendly Cooperation Between the People's Republic of China and the Republic of Kazakhstan" signed on December 23, 2002, the "Joint Statement on Developing Comprehensive Strategic Partnership Between the People's Republic of China and the Republic of Kazakhstan" signed on June 13, 2011 and other bilateral treaties and agreements, strengthen political mutual trust and mutually beneficial cooperation and make continuous contribution to safeguarding regional and world peace and sustainable development. The Two Sides' statements are as follows:

I.

The Two Sides will continue to follow the policy of developing the comprehensive strategic partnership and endow the bilateral relations with new connotations.

China supports the international initiatives proposed by Kazakhstan that aim to build balanced and constructive relations in Eurasia and consolidate regional and world peace and stability, including continuing to hold the Congress of Leaders of World and Traditional Religions.

The Two Sides reiterated their commitments to not being engaged in any activities that violate the purposes and principles of the UN Charter or impair the sovereignty and territorial integrity or disrupt the borders of the Two Sides.

The Two Sides acknowledged the historical significance of China-Kazakhstan border demarcation and settlement. They will abide by all the border agreements signed between the two countries and jointly build the China-Kazakhstan border into a peaceful and friendly one so as to promote the development and prosperity of the border areas between the two countries. The Two Sides will promote the "Agreement on China-Kazakhstan Boundary Management System" to come into effect as soon as possible.

II.

The Two Sides stressed that China's initiative of the "Silk Road Economic Belt" and Kazakhstan's new economic policies of the "Bright Road" complement each other, which is conducive to deepening all-round cooperation between the two countries. The Two Sides will take this opportunity to further strengthen cooperation in production capacity and investment.

The Two Sides will conduct cooperation together in the integration of the initiative of the "Silk Road Economic Belt" and the new economic policies of the "Bright Road" in line with the spirit of opening-up and the principles of negotiation, coordination and mutual benefit.

The Two Sides agreed to strengthen inter-regional connectivity and cooperation in areas such as infrastructure construction, trade, tourism and investment within the framework of the above initiatives.

The Two Sides spoke positively of the cooperation in the area of jointly developing the transport infrastructure in the capital of Kazakhstan, including the "Astana New System of Urban Transport" and other projects.

The Two Sides stressed that hosting the International Specialized Exposition in Astana in 2017 is of great significance. China has officially confirmed its attendance at the Expo 2017 and will exhibit its ideas and propositions on effectively utilizing energy at the Expo.

The Two Sides held that during the implementation of cooperative projects in the areas of production capacity and investment, attention should be paid to environmental protection, and enterprises should be encouraged to adopt high and new technology, create energy-saving and high value-added production capacity and produce competitive products.

The Two Sides will propose and support major cooperative projects in the areas of production capacity and investment, and will assist and support domestic financial institutions in providing financing service to enterprises of the two countries which implement the cooperative projects.

The Two Sides will mutually provide necessary assistance on the issue of visa processing for implementing cooperative projects in accordance with their domestic laws and with the assistance of competent departments.

III.

The Two Sides unanimously held that China and Kazakhstan are at an important stage of development. The Two Sides will take new measures to enhance the level and expand the fields of economic and trade cooperation.

First, improve the structure of bilateral trade of goods, actively promote the trade of high value-added and high-tech products, and make efforts to push forward a balanced development of bilateral trade.

Second, perfect the legal basis for bilateral trade and investment cooperation.

Third, deepen cooperation in nuclear energy, and promote cooperative projects in the peaceful use of nuclear energy, including natural uranium processing and nuclear fuel production and supply.

Fourth, carry out cooperation between financial institutions of both countries, and make efforts to create favorable conditions for expanding local currency settlement in bilateral trade, investment and financing as well as implementing signed agreements.

Fifth, strengthen cooperation in the field of infrastructure construction including cross-border railways and roads, and deepen cooperation in the fields of border ports, inspection and quarantine. Promote the elevation of customs clearance facilitation and accelerate customs clearance procedures and border customs inspection. Deepen cooperation in the field of quality inspection, including the establishment of information exchange mechanism in the fields of measurement, standardization as well as certification and approval, and enhance cooperation in import and export admittance of agricultural products.

Sixth, expand cooperation in agriculture and forestry, improve the conditions for the trade of agricultural products as well as investment in the agro-industrial complex, forestry and wood processing industry, and support cooperation between enterprises of the two countries in agriculture and wood processing.

Seventh, further strengthen cooperation in grain trade.

Eighth, deepen cooperation in the fields of science and technology, and conduct promising joint researches in priority areas of scientific and technological cooperation between the two countries on the basis of matching investment of expenditure and technology, complete innovation chains and effective protection of intellectual property rights.

Promote the strengthening of cooperation between scientific research institutions which jointly conduct scientific researches and experiment designs and institutions of higher learning, including transportation of research equipments.

Ninth, actively develop cooperation between local governments, expand regions and fields of cooperation and systematically carry out regular cooperation. Jointly well operate the China-Kazakhstan Khorgos International Center for Boundary Cooperation to promote bilateral economic and trade cooperation. Further develop cross-border transportation infrastructure to create favorable conditions for Chinese cargos to transit through the Kazakh railway network. It is of great significance to sign the China-Kazakhstan Cooperation Outline for Adjacent Regions and establish the China-Kazakhstan Local Cooperation Forum. The Two Sides are willing to promote the freight volume of Eurasian cargos across Kazakhstan through seaways and railways with support of the competitive logistics mechanism.

Tenth, carry out various kinds of people-to-people and cultural exchanges, sign and implement the new "Agreement on Cultural and People-to-People Cooperation Between the People's Republic of China and the Republic of Kazakhstan", actively push forward the mutual establishment of cultural centers between the two countries, implement cooperation between scientific research institutions and explore the possibility of establishing an Eurasian Center for Chinese Studies.

Eleventh, expand and deepen China-Kazakhstan comprehensive energy partnership, develop cooperation of new projects in fields such as exploration and development of oil and gas fields as well as crude oil processing, and expand energy exports to China. The Two Sides are willing to accelerate the expansion of China-Kazakhstan crude oil pipelines, the construction of Phase-II of China-Kazakhstan Gas Pipelines (Beyneu-Bozoy-Shymkent) and the modernization of the Shymkent refinery.

Kazakhstan is willing to cooperate with China in the construction of the fourth refinery, and is willing to study the possibility of cooperation in the processing of raw materials in the western regions of China. The Two Sides will further deepen auxiliary cooperation in the fields of oil and gas and expand cooperation in the field of coal, including comprehensive processing of coal and production of high value-added products.

Twelfth, the Two Sides spoke highly of the work of the China-Kazakhstan Joint Committee on Cross-Border River Utilization and Protection, and are willing to strengthen cooperation in rational utilization and protection of cross-border water resources.

The Two Sides initiated in 2015 as scheduled consultations on the draft of the "Agreement between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan on Water Distribution of Cross-Border Rivers". The Two Sides will continue to hold discussions on the draft to elevate bilateral cooperation in the field of utilization and protection of cross-border water resources to a new level. The Two Sides agreed to make a constructive study of the joint text of the draft of the "Agreement between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan on Water Distribution of Cross-Border Rivers" at the second meeting of the specialized working group held in Beijing in September 2015.

The Two Sides will do their best to complete the design of the preventive works of debris flow in the Khorgos River basin by the end of 2015.

Thirteenth, the Two Sides will strengthen cooperation in the field of environmental protection, and actively study the possibility of incorporating the China-Kazakhstan Environmental Protection Cooperation Committee into the China-Kazakhstan Cooperation Committee.

IV.

The Two Sides pointed out that terrorism, splittism, extremism, transnational organized crimes (illegally trafficking and selling guns, ammunition, narcotics, psychotropic drugs and precursor chemicals; illegal immigration and economic crimes) have posed serious threats to the security and stability of the two countries. The Two Sides will continue carrying out close cooperation within bilateral and multilateral frameworks, strengthening cooperation in information exchange and other aspects between the defense departments and law enforcement departments, safeguarding the security of important activities, joint economic projects and energy facilities, combating the "three evil forces" and cross-border, economic and criminal crimes. The Two Sides will strengthen control over China-Kazakhstan border, preventing and combating terrorists entering or going out of the border areas and cross-border smuggling of arms and ammunition, and will sign the "Safeguard Agreement Between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan on Safety and Legal Order within Khorgos International Center for Boundary Cooperation" within this year.

V.

The Two Sides held that as the world is undergoing profound and complex changes currently, the Two Sides need to continue strengthening coordination and cooperation within multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organization (SCO), the Conference on Interaction and Confidence Building Measures in Asia (CICA), jointly confronting global and regional challenges and safeguarding the common interests of both countries, so as to guarantee peace and security in the region and the world at large.

The Two Sides spoke positively of the SCO's important role in safeguarding regional stability and security and promoting economic development, and will continue pushing forward the development of the organization to establish a harmonious region with lasting peace and common prosperity within the SCO area.

The Two Sides will continue strengthening cooperation within the framework of the CICA. Kazakhstan will provide active support to China during China's presidency of the CICA. The Two Sides will continue conducting cooperation in developing and promoting the CICA process, including the issue of institutionalization of the CICA.

The Two Sides welcome the establishment of the Asian Infrastructure Investment Bank (AIIB). China supports Kazakhstan in playing a positive role as one of the prospective founding members in the preparation of the AIIB.

VI.

On the 70th anniversary of the victory of the World War II, the two heads of state extended high tribute to all the people who defended human peace and freedom in the hard times.

People all over the world who fought fascism shoulder to shoulder and resisted invasion tenaciously in the invaded countries should not be forgotten. Immortal is their heroic and self-sacrifice spirit at and behind the frontline of the war.

The global and historical significance of the great victory of the WWII is beyond all doubt. And its result was the establishment of the United Nations aiming at maintaining international peace and security based on the basic principles and guidelines of the universally recognized international law.

Peoples of both China and Kazakhstan agree that only the victorious outcomes of the WWII are remembered and handed down from generation to generation can they provide reliable safeguard against new war, further strengthen peace and promote mutual understanding and trust between peoples from different countries.
