Overall Summary:
The Program on Integrated Power System of Mongolia aims to form the Integrated Power System of Mongolia (IPSM). The IPSM is looking to enhance the reliability of power supply and secure the economic development of Mongolia. It is also targeted to improve efficiency and loss reduction of energy resources, as well as their export in line with the socio-economic development of the country. In particular, the Government intends to provide all soums and settlements with reliable and stable power through a three-phased implementation approach. The first phase ended in 2012 and was aimed at enhancing the provision of grid-based and renewable energy sources to all soums. The current phase, ending in 2022, is targeted to build new power generating sources and to integrate the transmission lines of the Central Energy System, the Eastern Energy System, and the Western Energy System. The last phase, from 2022 to 2050, will create a high voltage integrated power transmission line.
Access
Energy access action plan:
The second stage (Mid-term: 2012-2022): In order to supply regions with reliable energy supply, construct new power generating sources and electricity transmission lines and connect WES, EES and CES by high voltage transmission lines and create conditions for formation of the integrated energy system.---The third stage (Long term: 2022~2040): Formation of the Integrated Energy System by connecting CES and WES with a high voltage transmission line.
Energy access targets:
The first phase (Nearest future: 2007-2012): Provide all soums and settlements with permanent supply of power from central and renewable energy sources on the basis of reliability advancement of power supply in regions and construction of new power generating sources and transmission lines.
Efficiency
EE priorities:
[C]reate an efficient energy generation complex with as less as possible loss.---[I]ntroducing new and efficient technology and equipment.
Renewable Energy
RE priorities:
Restructure energy generation sources and make power supply in urban and settled areas reliable by defining the Energy Economy Policy, introducing new and efficient technology and equipment and utilizing renewable energy sources;
Energy Supply and Infrastructure
Energy supply priorities:
To form the Integrated Power System of Mongolia (IPSM) that enhance reliability of power supply in order to secure economic development of Mongolia, improves efficiency and loss reduction, uses and maintains export of energy resources effectively in harmonization with socio-economic development of the country.---Form in Mongolia an independent and reliable power system and create an efficient energy generation complex with as less as possible loss;---Restructure energy generation sources and make power supply in urban and settled areas reliable by defining the Energy Economy Policy, introducing new and efficient technology and equipment and utilizing renewable energy sources;--- Secure power supply reliability in regions by constructing hydropower plants and high voltage transmission lines to connect these plants, strengthen energy system in the Western region in order to produce further effective regime and work and form IPSM through connecting thereof to the central energy system(CES)
Infrastructure development priorities:
Secure power supply reliability in regions by constructing hydropower plants and high voltage transmission lines to connect these plants, strengthen energy system in the Western region in order to produce further effective regime and work and form IPSM through connecting thereof to the central energy system(CES).---The first phase (Nearest future: 2007-2012): Provide all soums and settlements with permanent supply of power from central and renewable energy sources on the basis of reliability advancement of power supply in regions and construction of new power generating sources and transmission lines.--- The second stage (Mid-term: 2012-2022): In order to supply regions with reliable energy supply, construct new power generating sources and electricity transmission lines and connect WES, EES and CES by high voltage transmission lines and create conditions for formation of the integrated energy system.---The third stage (Long term: 2022~2040): Formation of the Integrated Energy System by connecting CES and WES with a high voltage transmission line.
