Overall Summary: 
This Plan is targeted to incrementally build and develop a nuclear power industry in Vietnam, while assuring safe management and effective operation of nuclear power plants. This will be done by raising the participation of domestic industries in the execution of projects to build nuclear power plants and striving to assume the tasks of designing, manufacturing, building, installing, operating and maintaining nuclear power plants.
