Overall Summary: 
The Pan-Pearl River Delta, which consists of 9 provinces, Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou, Yunan and 2 Special Administrative Regions of the People’s Republic of China, Hong Kong and Macao, is also commonly known as “9+2”. This Agreement has set forth that the cooperation will be hinged on the principles of voluntary participation, market-orientation, openness and fairness, complementarities with each other’s advantages and joint prosperity. In the framework agreement, the participants will fully cooperate in 10 major areas, namely infrastructure, enterprise and investment, information development, tourism,commerce and trade, agriculture, labor, science, education and culture, environmental protection and health and disease prevention.
Energy Supply and Infrastructure

The parties should actively promote the establishment of long-term and stable cooperative relations in the energy sector in the Pan-Pearl River Delta region.
