Overall Summary:

The Pan-Pearl River Delta, which consists of 9 provinces, Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou, Yunan and 2 Special Administrative Regions of the People’s Republic of China, Hong Kong and Macao, is also commonly known as “9+2”. This Agreement has set forth that the cooperation will be hinged on the principles of voluntary participation, market-orientation, openness and fairness, complementarities with each other’s advantages and joint prosperity. In the framework agreement, the participants will fully cooperate in 10 major areas, namely infrastructure, enterprise and investment, information development, tourism,commerce and trade, agriculture, labor, science, education and culture, environmental protection and health and disease prevention.

Energy Supply and Infrastructure

Energy supply priorities:

The parties should actively promote the establishment of long-term and stable cooperative relations in the energy sector in the Pan-Pearl River Delta region. Summary of

The Pan-Pearl River Delta Regional Cooperation Framework Agreement

The Pan-Pearl River Delta, which consists of 9 provinces, Fujin, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou, Yunan and 2 Special Administrative Regions of the People’s Republic of China, Hong Kong and Macao, is also commonly known as “9+2”.

This Agreement has set forth that the cooperation will be hinged on the principles of voluntary participation, market-orientation, openness and fairness, complementarities with each other’s advantages and joint prosperity. In the framework agreement, the participants will fully cooperate in 10 major areas, namely infrastructure, enterprise and investment, information development, tourism, commerce and trade, agriculture, labor, science, education and culture, environmental protection and health and disease prevention. The main content of each cooperation area is summarized as follows:

Infrastructure

Promoting the construction of infrastructures and the inter-provincial supply and distribution cooperation of coal, natural gas and other sources of energy, and improved connections in the area of expressways, railways, shipping and other transportation networks.

Enterprise and Investment

Supporting industry and investment-geared enterprises in the region in the area of technological, production and investment cooperation so that their industry mix can complement and be well coordinated with each other in order to achieve common development.

Information development

Strengthening information technology in an effort to develop e-commerce rules, standards and regulations and regional IT R&D and application for the sake of information sharing.

Tourism

Building up tourism and a regional tourism information database, a network marketing system and tourism e-commerce service platform; jointly designing regional travel routes of choice and developing regional tourism brands.

Commerce and Trade

Reducing regional barriers in the area of trade and commerce that impede the flow of goods; working for mutual recognition of industrial products and agricultural production quality, quarantine and certification standards in line with CEPA so as to facilitate the free flow of goods.

Agriculture

Setting up stable grain and agricultural production sales connections; opening a regional express way for agricultural products and supporting efforts to bring key agricultural enterprises together.

Labor

Disseminating Labor-supply information; conducting cooperation between labor export and import organizations; developing and improving vocational training, skill certification and qualification checks.

Science, Education and Culture

Promoting cooperation in the area of science, education, and strengthening culture-related cooperation in science and education resources application, exchanges of culture and human resources; speeding up on-line sharing of technological data and information; gradually setting up cooperative mechanism mainly for high-tech and industrial development projects and application platforms based on cooperation results; promoting regional industrial alliances and strategic cooperation.

Environmental Protection

Developing environmental protection on a pan-regional planning basis, improving the ecological development of the Pearl River so as to improve the natural environment and sustainable development of the region.

Health and Disease Prevention

Setting up a healthcare and quarantine coordination mechanism to ensure timely reporting in the case of epidemics, and coordinating disease-control activities and innovative disease-preventing measures.
