National policy structure:
[E]stablish a framework for introducing and institutionalizing fundamental policies on energy efficiency and conservation including the
promotion of efficient and judicious utilization of energy and the definition of responsibilities of various government agencies and private entities.
Energy institutional structures:
The DOE shall be the primary government agency responsible for the planning, formulation and development of energy management policies and other related energy efficiency and conservation programs and plans. The DOE is shall consult and coordinate with other government agencies and the private sector or create an inter agency committee, as may be deemed necessary, for the effective implementation of energy efficiency and conservation policies of the government
