Overall Summary: 
This plan mainly focus on transmission and distribution grid networks for hydro power electricity, nuclear power, thermal power, gas power, wind power, solar power and other power electricity. The plan puts emphasis on improving the electricity system structure, optimizing the power distribution, efforts to upgrade the distribution network, enhancing system capacity, improving the efficiency of power systems, efforts to promote system reform and mechanism innovation; speeding up the adjustment and optimization, transformation and upgrading, building clean low-carbon, safe and efficient modern power industry system.

Renewable Energy
RE priorities: 
Orderly develop wind power. Speed up the development of wind power in the eastern and southern regions, and actively promote the development of offshore wind power. In accordance with the principle “decentralized development, integrate to the nearest grid network” to establish photovoltaic power plant, and comprehensively promote the distributed photovoltaic and "photovoltaic +" projects, and actively support the thermal power generation.
RE targets: 
During the 13th Five-Year Plan period, the new national conventional hydropower will be around 40 million kilowatts, construct more than 60 million kilowatts, of which the small hydropower will be around 5 million kilowatts. By 2020, conventional hydropower installed capacity will reach 340 million kilowatts. ---During the 13th Five-Year Plan period, the new wind power into production will be more than 79 million kilowatts, solar power generation more than 68 million kilowatts. In 2020, the national wind power installed capacity will be more than 210 million kilowatts, of which about 5 million kilowatts is offshore wind power; solar power installed capacity will be more than 110 million kilowatts, of which distributed photovoltaic represents more than 60 million kilowatts, thermal power generation 5 million kilowatts. ---rationally construct the municipal waste-to-energy power generation and landfill gas power generation projects. Actively make full use of clean biomass, promote biogas power generation, biomass power generation and distributed biomass gasification power generation. By 2020, biomass power generation installed capacity will be about 15 million kilowatts.

Energy Supply and Infrastructure
Energy supply priorities: 
In order to meet the power demand for a well-off society, it is expected that the total electricity consumption will be 6.8-7.2 trillion kWh in 2020, with an average annual growth rate of 3.6-4.8%. The installed capacity of the national power generation will be 2 billion kilowatts, with an average annual growth rate of 5.5%. The installed capacity per person breakthrough 1.4 kilowatts, electricity consumption per person about 5000 kwh, close to the level of moderately developed countries. Urban and rural electrification level should be significantly improved, electricity consumption will reach 27% of terminal energy consumption. ---[...]On the basis of the expected total electricity demand in 2020, reserve a 200 billion kwh electricity storage, in case that more electricity may be needed due to an acceleration of social and economic development. ---to complete the reconstruction of the power grid in the national small towns and central villages, and to achieve the power supply in the rural areas; to achieve the full coverage of motor power in plain areas and an equal urban-rural energy supply service in the eastern part, to reduce the urban-rural gap in power supply service in the central and western regions and in remote areas, to make sure that the rural power grid can basically meet the needs of producing and living. During the 13th Five-Year Plan, withdraw or postpone 150 millions kW of the coal power construction projects. By 2020, the national coal power station scale should be controlled with in 1.1 billion kW. ---Improve the electricity supply capacity to Hong Kong Special Administrative Region and Macao Special Administrative Region.
Energy mix: 
Increase the proportion of electricity in the terminal energy consumption, increase the proportion of coal to electricity in total coal consumption, and increase the proportion of natural gas utilization. ---Comprehensively develop the construction of various types of power, and gradually increase the proportion of non-fossil energy consumption[...]. Newly built national alternating current grids above 500 kV should be 92,000 km, the transformer capacity 920 million KVA. ---Reasonably control the base construction for coal power. Orderly promote the construction of power transmission channel in northern Shaanxi (Shenfu and Yan'an). Clean energy technology deployment:
