Overall Summary: 
The present Plan is recent comprehensive document issued by Government of Kazakhstan to propose concrete steps for the development of renewable energy in the republic. The policy was developed pursuant to the decision of the Government meeting of 3 July 2012 №01-7.7 ‘On Certain Objectives of Industrial and Social and Economic Development’. It lays the foundation for the long-term development of renewable energy in Kazakhstan and initially addresses the period up to 2020. In line with an array of regulations adopted to speed up the transition towards a low carbon energy system, the present plan proposes steps to increase the role of renewable energy in Kazakhstan's energy mix.
Renewable Energy
RE priorities: 
Ensure the development and implementation of measures to attract extra-budgetary investments for the implementation of projects in the field of renewable energy.
RE targets: 
By 2020, the plan targets to set in operation 106 renewable energy facility with total installed generation capacity 3054,55 MW, more specifically: 34 wind power plants – 1787MW, 41 hydro power plants – 539 MW, 28 solar power plants – 731,5 MW, and 3 bioenergy power stations – 15,05MW. Detailed break-out data on power plants is offered in Art. 5. ---Set up a batch production of wind power plants with a capacity of up to 2 kW in the West Kazakhstan region.
RE action plans: 
The national plan on the large-scale introduction of renewable energy shall be supplemented by local and city plans of action. For instance, Astana and Almaty plans will be designed to support the promotion of alternative and renewable energy in 2013-2020 (Activity Item 7).---Monitor the achievement of targets, including their periodic refinement, based on the priorities of economic, energy and environmental policies and development dynamics based on the use of renewable energy sources.---Develop action plans for the development of alternative and renewable energy Regions, cities of Astana And Almaty for 2013-2020.
RE public awareness/promotional programmes: 
Section 17 stresses the need for information support and awareness building on renewable energy initiatives. --- Section 19 requests to develop the investor’s information directory. ---Make proposals to ensure the dissemination of knowledge on the use of renewable energy sources and to train specialists in the design and operation of generating facilities operating on the basis of renewable energy sources

Environment
Land use change for energy production purposes: 
To consider the issue of withdrawal of unused land plots issued for the implementation of projects for the construction of renewable energy objects -2013.

Infrastructure development priorities: 
Section 4, activity item 20. The present policy aims at increasing the use of biomass for energy purposes. Development of the industry is envisaged through scaling up projects on the sustainable use of biomass and waste processing.

Section 9 – R&D on Renewable Energy, Development of Skilled and Competent Labor Force -.considers the establishment of a specialized Centre for Power and Energy Efficiency. Moreover, the policy aims to prepare the manpower highly qualified in the field of renewable energy. ---- Section 3. Measures undertaken at the local level encompass projects implementation for the development of renewable sources of energy with broader deployment of domestic technologies. ---- Among measures proposed by the Plan, is setting in operation in the West Kazakhstan Region of the wind power plants with generation capacity 2 KW (Activity Item 12).
