RELATIVE TO CREATING AN ENERGY TASK FORCE COMMITTEE TO DEVELOP AND IMPLEMENT A STRATEGIC ENERGY PLAN

WHEREAS, fluctuating energy prices, including the record high price for oil in 2008, and

the imminent military build-up on Guahan has focused attention on the need to develop alternatives to Guahan's near-100% reliance on fossil fuels, including improving energy efficiency and developing renewable energy resources; and

WHEREAS, energy security is key to Guahan's future economic development and

sustainability, and proper long-term planning is required to achieve energy security; and

WHEREAS, the process of developing a long-term Strategic Energy Plan for Guahan should involve a broad range of stakeholders, including I Gobietnon Guahan, the private sector, the community, and appropriate federal agency partners that may be able to provide technical and financial assistance; and

WHEREAS, an Energy Task Force Committee, made up of a broad range of stakeholders, is

the appropriate vehicle for developing and implementing such a Plan; and

WHEREAS, the Energy Task Force Committee will tap into the expertise that resides within

Guahan's energy, business, scientific, academic, nonprofit, and governmental sectors while providing a mechanism for considering new ideas to incorporate into the Guahan's Strategic Energy Plan;

NOW, THEREFORE, I, FELIX P. CAMACHO, I Maga'Lahen Guahan, Governor of

Guahan, by virtue of the authority vested in me by the Organic Act of Guahan, as amended, do order:
