Overall Summary: 
This is the first Five-year Development Plan of the Macao Special Administration. The Government has formulated the Plan to facilitate comprehensive development of the MSAR in a more coordinated, balanced and orderly manner. The Plan is an overall blueprint for the MSAR's economic and social development. It is also an action plan for the Government and the public to consolidate their joint efforts. The policy provides a linkage between energy saving, environment protection and national economic development. In particular, it focuses on the promotion of electric vehicles, vehicle fuel efficiency.
Efficiency
EE priorities: 
Promote Electric Vehicles.--- Improve Quality of Vehicle Fuel.
EE action plans: 
Formulate short-, medium- and long-term planning for promotion of environment-friendly vehicles, such as electric vehicles. This planning is expected to be completed in 2016. By strengthening coordination with bus companies, electric buses are expected to be launched soon. A study of reserving space for electric chargers when building public transportation terminals will also be conducted to facilitate use of electric buses.
Environment
Energy environmental priorities: 
We will implement in an orderly manner a series of air quality improvement measures, including establishing standards and regulating mechanical exhaust emissions and stationary air pollution sources.--- Promote Electric Vehicles.
Decarbonization strategy: 
Formulate short-, medium- and long-term planning for promotion of environment-friendly vehicles, such as electric vehicles. This planning is expected to be completed in 2016. By strengthening coordination with bus companies, electric buses are expected to be launched soon. A study of reserving space for electric chargers when building public transportation terminals will also be conducted to facilitate use of electric buses. ---Aim to install 200 electric chargers, in phases, in suitable public car parks from 2016 to 2019, plan to reserve spaces for electric chargers in new public car parks and encourage private car parks to reserve spaces for chargers.
Cooperation in env.: 
We will strengthen regional cooperation, innovate regional cooperation and a coordinated governance model, to build a quality and ecologically advanced environment for residents.
Energy Supply and Infrastructure
Energy supply priorities: 
We will continue to promote the use of natural gas and construction of related facilities.
Infrastructure development priorities: 
Currently 80 percent of the trunk pipe network on Coloane and Taipa has been completed, and the remainder will be completed within 2016.
Governance
National policy structure: 
Formulate short-, medium- and long-term planning for promotion of environment-friendly vehicles, such as electric vehicles. This planning is expected to be completed in 2016.
