Ministerial Order to Provide Technical Standards

for Electrical Appliances and Materials

（平成二十五年七月一日経済産業省令第三十四号）

(Order of the Ministry of  Economy, Trade and Industry No. 34 of  July 1,  2013)

電気用品安全法（昭和三十六年法律第二百三十四号）第八条第一項の規定に基づき、電気用品の技術上の基準を定める省令（昭和三十七年通商産業省令第八十五号）の全部を改正する省令を次のように定める。

In accordance with the provisions of Article 8, paragraph (1) of the Electrical Appliances and Materials Safety Act (Act No. 234 of 1961), a ministerial order to amend the Ministerial Order to Provide Technical Standards for Electrical Appliances and Materials (Order of the Ministry of Economy, Trade and Industry No. 85 of 1962) in its entirety is hereby prescribed as follows.

第一章    総則

Chapter I General Provisions

第一条  この省令は、電気用品安全法第八条第一項に規定する経済産業省令で定める技術上の基準を定めるものとする。

Article 1 This Ministerial Order is to provide technical standards to be prescribed by Order of the Ministry of Economy, Trade and Industry as prescribed in Article 8, paragraph (1) of the Electrical Appliances and Materials Safety Act.

第二章    一般要求事項

Chapter II General Requirements

（安全原則）

(Safety Principle)

第二条  電気用品は、通常の使用状態において、人体に危害を及ぼし、又は物件に損傷を与えるおそれがないよう設計されるものとする。

Article 2 (1) Electrical appliances and materials are to be designed to mitigate the risk of causing personal injury or property damage under normal use.

２ 電気用品は、当該電気用品の安全性を確保するために、形状が正しく設計され、組立てが良好で、かつ、動作が円滑であるものとする。

(2) Electrical appliances and materials are to be properly designed in terms of shape, well assembled, and operated smoothly in order to ensure their safety.

（安全機能を有する設計等）

(Design with Safety Functions)

第三条  電気用品は、前条の原則を踏まえ、危険な状態の発生を防止するとともに、発生時における被害を軽減する安全機能を有するよう設計されるものとする。

Article 3 (1) In furtherance of the principles set out in the preceding Article, electrical appliances and materials are to be designed to have safety functions to prevent the occurrence of hazardous conditions and minimize damage that may arise when the conditions occur.

２ 電気用品は、前項の規定による措置のみによってはその安全性の確保が困難であると認められるときは、当該電気用品の安全性を確保するために必要な情報及び使用上の注意について、当該電気用品又はこれに付属する取扱説明書等への表示又は記載がされるものとする。

(2)  If it is found to be difficult to ensure the safety of electrical appliances and materials only by taking measures under the provisions of the preceding paragraph, information and instructions for use necessary to ensure the safety of electrical appliances and materials are to be displayed or described on them or in the instructionmanuals, etc. provided with them.

（供用期間中における安全機能の維持）

(Maintenance of Safety Functions during In-service Period)

第四条  電気用品は、当該電気用品に通常想定される供用期間中、安全機能が維持される構造であるものとする。

Article 4 Electrical appliances and materials are to be configured so as to maintain their safety functions during their normally expected in-service period.

（使用者及び使用場所を考慮した安全設計）

(Safety Design Based on Users and Places of Use)

第五条 電気用品は、想定される使用者及び使用される場所を考慮し、人体に危害を及ぼし、又は物件に損傷を与えるおそれがないように設計され、及び必要に応じて適切な表示をされているものとする。

Article 5 Electrical appliances and materials are to be designed to mitigate the risk of causing physical injury or property damage in consideration of the expected users and places of use, and are to be labeled appropriately as may be necessary.

（耐熱性等を有する部品及び材料の使用）

(Use of Components and Materials with Heat Resistance)

第六条  電気用品には、当該電気用品に通常想定される使用環境に応じた適切な耐熱性、絶縁性等を有する部品及び材料が使用されるものとする。

Article 6 Electrical appliances and materials are to be made using components and materials with appropriate heat resistance, insulation properties and any other properties according to their normally expected environment of use.

第三章    危険源に対する保護

Chapter III Protection against Hazards

（感電に対する保護）

(Protection against Electric Shocks)

第七条  電気用品には、使用場所の状況及び電圧に応じ、感電のおそれがないように、次に掲げる措置が講じられるものとする。

Article 7 Electrical appliances and materials are to incorporate the following measures to mitigate the risk of electric shocks in accordance with the conditions of the place of use and the electrical voltage:

一  危険な充電部への人の接触を防ぐとともに、必要に応じて、接近に対しても適切に保護すること。

(i) prevent human contact to hazardous live parts, and as may be necessary, appropriately protect these parts from human access; and

二  接触電流は、人体に影響を及ぼさないように抑制されていること。

(ii)   control the contact current so that it has no effect on the human body.

（絶縁性能の保持）

(Maintenance of Insulation Performance)

第八条  電気用品は、通常の使用状態において受けるおそれがある内外からの作用を考慮し、かつ、使用場所の状況に応じ、絶縁性能が保たれるものとする。

Article 8 Electrical appliances and materials are to be made to maintain the insulation performance in consideration of internal and external actions to

which they are likely to be exposed under normal use, and in accordance with the conditions of the place of use.

（火災の危険源からの保護）

(Protection against Fire Hazards)

第九条 電気用品には、発火によって人体に危害を及ぼし、又は物件に損傷を与えるおそれがないように、発火する温度に達しない構造の採用、難燃性の部品及び材料の使用その他の措置が講じられるものとする。

Article 9 Electrical appliances and materials are to incorporate measures to mitigate the risk of causing physical injury or property damage due to ignition, including adopting a configuration that prevents them from reaching ignition temperature, and using flame-resistant components and materials.

（火傷の防止）

(Prevention of Burns)

第十条 電気用品には、通常の使用状態において、人体に危害を及ぼすおそれがある温度とならないこと、発熱部が容易に露出しないこと等の火傷を防止するための設計その他の措置が講じられるものとする。

Article 10 Electrical appliances and materials are to incorporate designs and other measures to prevent burns, such as by ensuring that they will not reach  a temperature that is likely to cause physical injury or their heat-generating parts will not be easily exposed under normal use.

（機械的危険源による危害の防止）

(Prevention of Harm due to Mechanical Hazards)

第十一条 電気用品には、それ自体が有する不安定性による転倒、可動部又は鋭利な角への接触等によって人体に危害を及ぼし、又は物件に損傷を与えるおそれがないように、適切な設計その他の措置が講じられるものとする。

Article 11 (1) Electrical appliances and materials are to incorporate appropriate designs and other measures to mitigate the risk of causing physical injury or property damage due to the overturning thereof resulting from their instability, human contact to the moving parts or sharp edges thereof or other reasons.

２ 電気用品には、通常起こり得る外部からの機械的作用によって生じる危険源によって人体に危害を及ぼし、又は物件に損傷を与えるおそれがないように、必要な強度を持つ設計その他の措置が講じられるものとする。

(2) Electrical appliances and materials are to incorporate designs to provide necessary strength and other measures to mitigate the risk of causing physical injury or property damage due to hazards caused by external mechanical actions that can normally take place.

（化学的危険源による危害又は損傷の防止）

(Prevention of Harm or Damage due to Chemical Hazards)

第十二条  電気用品は、当該電気用品に含まれる化学物質が流出し、又は溶出することにより、人体に危害を及ぼし、又は物件に損傷を与えるおそれがないものとする。

Article 12 Electrical appliances and materials are to be made to pose no risk of causing physical injury or property damage due to leaking or melting of chemical substances contained in them.

（電気用品から発せられる電磁波による危害の防止）

(Prevention of Harm due to Electromagnetic Waves Emitted from Electrical Appliances and Materials)

第十三条  電気用品は、人体に危害を及ぼすおそれのある電磁波が、外部に発生しないように措置されているものとする。

Article 13 Electrical appliances and materials are to be made to not externally emit electromagnetic waves that are likely to cause physical injury.

（使用方法を考慮した安全設計）

(Safety Designs Based on Method of Use)

第十四条  電気用品は、当該電気用品に通常想定される無監視状態での運転においても、人体に危害を及ぼし、又は物件に損傷を与えるおそれがないように設計され、及び必 要に応じて適切な表示をされているものとする。

Article 14 Electrical appliances and materials are to be designed to mitigate the risk of causing physical injury or property damage even in their normally expected unattended operation, and are to be labeled appropriately as may be necessary.

（始動、再始動及び停止による危害の防止）

(Prevention of Harm due to Start, Restart and Stop of Operation)

第十五条  電気用品は、不意な始動によって人体に危害を及ぼし、又は物件に損傷を与えるおそれがないものとする。

Article 15 (1) Electrical appliances and materials are to be made to pose no risk  of causing physical injury or property damage due to a sudden start of operation.

２  電気用品は、動作が中断し、又は停止したときは、再始動によって人体に危害を及ぼし、又は物件に損傷を与えるおそれがないものとする。

(2)  Electrical appliances and materials are to be made to pose no risk of causing physical injury or property damage due to a restart of operation following the suspension or stop of operation.

３  電気用品は、不意な動作の停止によって人体に危害を及ぼし、又は物件に損傷を与えるおそれがないものとする。

(3)  Electrical appliances and materials are to be made to pose no risk of causing physical injury or propertydamage due to a sudden stop of operation.

（保護協調及び組合せ）

(Protective Coordination and Combination)

第十六条 電気用品は、当該電気用品を接続する配電系統や組み合わせる他の電気用品を考慮し、異常な電流に対する安全装置が確実に作動するよう安全装置の作動特性を設定するとともに、安全装置が作動するまでの間、回路が異常な電流に耐えることができるものとする。

Article 16 Taking into account the power distribution systems to which they are connected and other electrical appliances and materials with which they are combined, electrical appliances and materials are to be made by setting the operating characteristics of the safety devices so that the safety devices will effectively operate in response to an abnormal electric current, and ensuring that the circuits will be able to withstand an abnormal electric current until  the safety devices operate.

（電磁的妨害に対する耐性）

(Resistance to Electromagnetic Interference)

第十七条 電気用品は、電気的、磁気的又は電磁的妨害により、安全機能に障害が生じることを防止する構造であるものとする。

Article 17 Electrical appliances and materials are to be configured to prevent any disturbance to their safety functions from being caused by electric, magnetic or electromagnetic interference.

第四章    雑音の強さ

Chapter IV Noise Level

第十八条 電気用品は、通常の使用状態において、放送受信及び電気通信の機能に障害を及ぼす雑音を発生するおそれがないものとする。

Article 18 Electrical appliances and materials are to be made to pose no risk of generating noise to a level that disturbs the functions of broadcast reception and telecommunications under normal use.

第五章    表示等

Chapter V Labels

（一般）

(General Rule)

第十九条 電気用品は、安全上必要な情報及び使用上の注意（家庭用品品質表示法（昭和三十七年法律第百四号）によるものを除く。）を、見やすい箇所に容易に消えない方法で表示されるものとする。

Article 19 Electrical appliances and materials are to be labeled with necessary

safety information and instructions for use (excluding those required under the Household Goods Quality Labeling Act (Act No. 104 of 1962)), in visible places thereon and in a not easily removable manner.

（長期使用製品安全表示制度による表示）

(Labeling under Long-term Use Products Safety Inspection Labeling System)

第二十条  次の各号に掲げる製品の表示は、前条の規定によるほか、当該各号に定めるところによる。

Article 20 Labeling of products set forth in the following items is to be conducted as prescribed in the respective items beyond the provisions of the preceding Article:

一 扇風機及び換気扇（産業用のもの又は電気乾燥機（電熱装置を有する浴室用のものに限り、毛髪乾燥機を除く。）の機能を兼ねる換気扇を除く。） 機器本体の見やすい箇所に、明瞭に判読でき、かつ、容易に消えない方法で、次に掲げる事項を表示すること。

(i) electric room fans and ventilation fans (excluding those for industrial use or those that also function as electric dryers (limited to those with electric heating devices for bathroom use, and excluding electric hair dryers)): indicate the following matters in a visible place on the product body, in a legible and not easily removablemanner:

（イ）  製造年

(a)  the year of manufacture;

（ロ）  設計上の標準使用期間（消費生活用製品安全法（昭和四十八年法律第三十一号）第三十二条の三第一項第一号に規定する設計標準使用期間をいう。以下同 じ。）

(b)  the design-based standard period of use (meaning the design standard use period prescribed in Article 32-3, paragraph (1), item (i) of the Consumer Product Safety Act (Act No. 31 of 1973); the same applies hereinafter);and

（ハ）  設計上の標準使用期間を超えて使用すると、経年劣化による発火、けが等の事故に至るおそれがある旨

(c)  a note that the use of the product beyond its design-based standard period of use is likely to result in an accident such as ignition or injury due to wear and tear;

二 電気冷房機（産業用のものを除く。）  機器本体の見やすい箇所に、明瞭に判読でき、かつ、容易に消えない方法で、次に掲げる事項を表示すること。

(ii)   electric air conditioners (excluding those for industrial use): indicate the following matters in a visible place on the product body, in a legible and not easily removable manner:

（イ）  製造年

(a)  the year of manufacture;

（ロ）  設計上の標準使用期間

(b)  the design-based standard period of use; and

（ハ） 設計上の標準使用期間を超えて使用すると、経年劣化による発火、けが等の事故に至るおそれがある旨

(c)  a note that the use of the product beyond its design-based standard period of use is likely to result in an accident such as ignition or injury due to aging degradation;

三 電気洗濯機（産業用のもの及び乾燥装置を有するものを除く。）及び電気脱水機

（電気洗濯機と一体となっているものに限り、産業用のものを除く。） 機器本体の見やすい箇所に、明瞭に判読でき、かつ、容易に消えない方法で、次に掲げる事項を表示すること。

(iii)   electric washing machines (excluding those for industrial use and those with drying devices) and electric spin extractors (limited to those integrated in electric washing machines, and excluding those for industrial use): indicate the following matters in a visible place on the product body, in a legible and not easily removablemanner:

（イ） 製造年

(a)  the year of manufacture;

（ロ） 設計上の標準使用期間

(b)  the design-based standard period of use; and

（ハ） 設計上の標準使用期間を超えて使用すると、経年劣化による発火、けが等の事故に至るおそれがある旨

(c)  a note that the use of the product beyond its design-based standard period of use is likely to result in an accident such as ignition or injury due to wear and tear; and

四 テレビジョン受信機（ブラウン管のものに限り、産業用のものを除く。）  機器本体の見やすい箇所に、明瞭に判読でき、かつ、容易に消えない方法で、次に掲げる事項を表示すること。

(iv)   television receivers (limited to those with cathode-ray tubes, and excluding those for industrial use): indicate the following matters in a visible place on the product body, in a legible and not easily removable manner:

（イ） 製造年

(a)  the year of manufacture;

（ロ） 設計上の標準使用期間

(b)  the design-based standard period of use; and

（ハ） 設計上の標準使用期間を超えて使用すると、経年劣化による発火、けが等の事故に至るおそれがある旨

(c)  a note that the use of the product beyond its design-based standard period of use is likely to result in an accident such as ignition or injury due to wear and tear.
