Overall Summary: 
This notice serves to improve the pricing of solar photovoltaic power. In particular, it introduces the solar feed-in-tariff in order to regulate the price of solar photovoltaic power generation and to promote the healthy development of the solar photovoltaic industry.

RE feed-in tariffs: 
A unified national solar PV feed-in tariffs will be developed. According to the average social capital and operating costs, solar photovoltaic power plant tender reference price, as well as the status of solar energy resources, a unified national benchmark electricity price for non-tendering solar photovoltaic project will be implemented. (A) For projects approved before July 1, 2011 and put into operation before 31 December 2011, for which our Commission has not yet approved the price of solar photovoltaic power generation projects, a unified tariff for each kWh 1.15 yuan (including tax, the same below) will be applied. (B) For projects approved after July 1, 2011 and those projects approved before July 1 2011 but not operational until December 31, 2011, each kWh of electricity price will be 1 yuan at different provinces (autonomous regions and municipalities) while those projects situated in Tibet will be 1.15 yuan per kwh purchased price by power grid. Our Commission will review and adjust these price based on the cost changes of capital investment, technology improvement appropriately in the future.---For those solar PV projects in which owners were selected based on bidding for concession process, the sales price for the power grid decided by tender price can’t be higher than the unified national benchmark electricity price for solar PV project.---For those solar PV projects subsidized by central government budget, the sales price to the power grid will be calculated based on the benchmark tariff from local desulfurized thermal power plant.---Those solar photovoltaic power generation projects where the electricity price is higher than the tariff part of the local desulfurized coal thermal power plant, it should be supported based upon the relevant provisions of the "renewable energy prices and cost-sharing management pilot scheme" (NDRC Price [2006] No. 7) through national electricity levy for renewable energy development.
