Overall Summary: 
The Additional Directive (II) on Requirement to Use Fleetcard For Sales of Diesel and Gasoline for Commercial Vehicles and Vessels sets specific rules to ensure that sales of petroleum products are continually controlled by the Government. These rules include requirements for using Fleetcards for purchasing petrol for commercial vehicles and vessels as well as for purchases for industrial use.

Energy management principles: 
i. For commercial vehicles, each filling shall be directly into the original tank of the vehicle and shall use Fleetcard approved by the Authority; ii. For commercial vessels, each filling shall be directly into fixed and/or portable tanks which meets internationally approved safety standards and shall use Fleetcard approved by the Authority. Each filling shall be made from a designated petrol station or from BSM Commercial Bunkering Facilities or BSM approved Commercial Bunkering Facilities; iii. All purchases for industrial use shall use Fleetcard approved by the Authority. Each purchase at petrol stations shall not exceed 400 litres, shall be in portable tanks which meet internationally approved standards and shall be restricted to Brunei Darussalam identity card holders only; and iv. Rates to be paid and maximum volume for oil products purchase using Fleetcard stated in this Directive will be set by the Authority.
