Overall Summary: 
The Electricity Order, 2017 is aimed at strengthening the law and safety aspects relating to the generation, transmission and distribution of electricity in Brunei Darussalam. In comparison with the former Electricity Act (Chapter 71), the Electricity Order introduces a licensing scheme for activities relating to electricity ( generation, transmission and distribution); certification requirement for electrical workers; along with regulations on installation and modification of electrical works.
Governance
Energy management principles: 
No person shall engage in the - (a) generation of electricity; (b) transmission of electricity; or (c) distribution of electricity, unless he is authorised to do so [...] --- The Authority may give directions for or with respect to codes of practice and other standards of performance and procedures to be observed by licensees and other persons - (a] to ensure the reliability of the supply of electricity to the public; (b] to ensure the security of the electricity system; (c] to maintain the voltage or reactive flow of power through the transmission system and distribution system; or (d) in the interests of public safety. --- It shall be the duty of a generation licensee to develop and maintain a reliable, efficient, coordinated and economical system of electricity generation [...] It shall be the duty of a transmission licensee - (a) to develop and maintain a reliable, efficient, coordinated and economical transmission [...] (b) to provide non-discriminatory access to its transmission system for the supply and use of electricity [...]
