Overall Summary: 
The Gas Safety Code sets out the standards and procedures which a Licensee is required to comply with to ensure the safe operation of the Gas Network System and describes the rights and obligations of a Licensee in respect of its activities and the provision of a safe gas supply. The Code also sets out the technical, safety and procedural requirements to be met by those who intend to operate as Licensees.
Governance
Energy management principles: 
Licensees shall comply with the Framework [the Energy Market Authority] and are required as part of the Framework to present a Safety Case to demonstrate that the Licensees have suitable management systems in place for managing the risks.
Energy institutional structures: 
The Authority [the Energy Market Authority] as the Gas Safety Regulator will implement the Framework [the Gas Safety Regulatory Framework] to address the safety risks that arise from the activities of the Licensees.
