Overall Summary: 
The 2015 Draft Second National Energy Efficiency Action Plan (NEEAP) assesses the effectiveness of ongoing efforts by the Government, donors, international financial institutions and the private sector to improve the efficiency of energy use since 2010, when Armenia’s first NEEAP was developed. The second NEEAP also identifies barriers to more extensive efforts in this direction, proposes measures to help overcome these barriers, and offers additional energy efficiency improvement measures for the period covering 2015–2020.
