The Agreement on Mutual Assistance in Cases of Accidents and Other Emergencies at the Power Facilities of the Members States of the Commonwealth of Independent States (CIS) stipulates that if the Party in the territory of which there was an accident, cannot independently cope with localization and liquidation of consequences of accident, assistance in carrying out rescue and recovery operations is provided by the other Party (Parties) when the Party turns to it (them) for help.

Article 2. If the Party on whose territory the accident occurred cannot independently cope with the localization and elimination of the consequences of the accident, then assistance in carrying out the rescue and recovery operations is provided by the other Party (Parties) when the Party turns to it (them) for help. For the fastest elimination of the consequences of accidents at electric power facilities, the parties provide assistance on the basis of concluded bilateral or multilateral agreements with financial means, material and technical resources, equipment and spare parts, sending assistance teams, as well as unscheduled supplies of fuel and electric energy (power) - taking into account the technical conditions for ensuring energy supply to consumers and stable operation of the electric power systems of the member states of the Commonwealth of Independent States, which can be returned in accordance with the agreement of the Parties.
