Energy management principles: 
The "Notice" stipulates that the country will be divided into four types of wind energy resource areas according to the status of wind energy resources and project construction conditions, and the benchmarking on-grid electricity prices for wind power will be set accordingly. The benchmark wind power prices in the four resource areas are 0.51 yuan, 0.54 yuan, 0.58 yuan, and 0.61 yuan per kilowatt-hour respectively. In the future, onshore wind power projects will be built, and the benchmarking on-grid tariffs for wind power in the wind energy resource areas will be implemented uniformly. On-grid tariffs for offshore wind power will be set separately in the future according to the construction process. At the same time, it is stipulated that the wind power cost sharing system will continue to be implemented. The part of the on-grid power price of wind power that is higher than the benchmark on-grid power price of local coal-fired units will be resolved through the additional allocation of renewable energy tariffs levied across the country.
