The Guidelines for Retail Sales of Electric Power is the revised version of the guidelines amended in response to the full liberalization of entry of a variety of businesses into the electricity retail market. Current guidelines have been revised in terms of reclaiming business activities that the electricity retailers conduct during the period when electricity consumers are switching their contracted electricity retailers to new ones. This revision aims to further improve the measures for protecting such consumers.

National policy structure: 
In response to the full liberalization of entry of a variety of businesses into the electricity retail market, the guidelines were established in January 2016 to show related businesses the approaches to observing the Electricity Business Act and other relevant laws and regulations and to encourage related businesses to voluntarily engage in appropriate efforts. Following this, the guidelines were revised in July 2016, June 2017 and September 2018 in light of environments and situations around the start of the full liberalization. In light of the proposals formulated by EGC, METI revised the guidelines in terms of reclaiming business activities that the electricity retailers conduct during the period when electricity consumers are switching their contracted electricity retailers to new ones. This revision aims to further improve the measures for protecting such consumers.
