Energy management principles: 
3(1). Any person who desires to be supplied with electricity shall deliver to the Board an application on the form supplied by the Board for that purpose, and shall, if so required by the Board either on application or at any other time, deposit and maintain from time to time with the Board a sum estimated by the Board to be sufficient to secure all charges likely to be incurred by the applicant for or incidental to the supply of electricity to him for one month.
