Overall Summary: 
The Development Program of the Kyrgyz Republic for the period 2018-2022 sets out the national priorities for socio-economic development of the country for the period 2018-2022.
Access
Energy access priorities: 
5.6.1. In the energy sector, the Government aims to provide the country's economy with electricity, citizens' access to reliable and modern energy supply, and the development of export potential based on energy efficient and low-carbon production and consumption of energy.
Efficiency
EE priorities: 
5.6.5. Along with this, in order to strengthen energy self-sufficiency, the Government will encourage the development of alternative and renewable energy sources, their use by the population, as well as energy-saving and energy-efficient technologies. It will also free up additional resources for production purposes.
EE building standards: 
4.4.4. During the construction of buildings and structures, the principles of energy-efficient construction, as well as energy-saving technologies in operation, will be introduced.
Renewable Energy
RE priorities: 
5.6.5. Along with this, in order to strengthen energy self-sufficiency, the Government will encourage the development of alternative and renewable energy sources, their use by the population, as well as energy-saving and energy-efficient technologies. It will also free up additional resources for production purposes.
RE action plans: 
Projects of at least 14 small hydropower plants will be launched.
Pricing
Energy pricing: 
4.6.7. Management efficiency and financial stability of energy companies will be ensured, which will allow servicing and timely upgrading of existing generating capacities, transmission and distribution infrastructure facilities. A clear definition of authority and responsibility, transparency of energy companies will help increase public confidence. To switch to economically justified tariffs and build a sustainable base for long-term growth of the industry, the tariff policy will be revised, with simultaneous implementation of targeted support measures for socially vulnerable segments of the population.
Energy Supply and Infrastructure
Energy mix: 
5.6.4. The government will continue working on the integrated development of coal deposits and increasing the share of domestic coal consumption. When planning new projects in this area, it is imperative to take into account their environmental impact.
Infrastructure development priorities: 
5.6.2. With the reconstruction and modernization of existing generating facilities, the planned increase in capacity by 2027 will amount to 702.68 MW. The modernization of the CHP in Bishkek city, the reconstruction of the At-Bashinskaya, Uch-Kurgan, Kurpsay, Tash-Kumyrskaya, and Shamaldy-Sayskaya HPPs will be completed, and the complete rehabilitation of the Toktogul HPP will be carried out. Also, new capacities will be put into operation - Kambar-Ata, Verkhne-Naryn cascade, and construction of the Suusamyr-Kokomerensky and Ala-Bukinsky cascades will begin. Projects of at least 14 small hydropower plants will be launched.
Cross-border energy infrastructure: 
5.6.3. It is necessary to modernize the main substations as soon as possible, build new substations and power lines. The interregional project "CASA-1000" will provide a practical transition to the stage of construction of objects of 500 kV power transmission lines, 477 km long from the substation "Datka" to "Sughd-500" (Tajikistan), starting from 2018. By 2019, complete independence of individual sites in the Batken region will be achieved.

4.6.1. In the energy sector, the Government aims at sustainable development of the energy sector and ensuring energy security of the country, providing the economy and population with reliable and modern energy supply and developing the country's export potential.
