Overall Summary: 
The Agreement on the Transit of Electric Energy and the Capacity of the CIS Member States stipulates that the parties shall, within the limits of available technical capabilities, ensure unhindered transit of electric energy and power through their territories regardless of the place of origin, destination and owner of electric energy and power at the agreed, economically justified and transparent tariffs, in accordance with the concluded agreements.

Article 2. The Parties, within the limits of the available technical capabilities, ensure the unimpeded transit of electric energy and power through their territories, regardless of the place of origin, destination and owner of electric energy and capacity at agreed, economically justified and transparent tariffs, in accordance with the concluded agreements. Article 3. Transit of electrical energy and capacity is carried out on the basis of agreements (contracts) concluded by the economic entities of the Parties, regardless of the form of ownership and departmental affiliation. Transit of electrical energy and power is carried out through transmission lines of all voltage classes, regardless of departmental affiliation, in accordance with the lists of interstate power transmission lines and points of customs control of electrical energy approved by the Parties, equipped with electricity metering systems that meet the current regulatory enactments and / or the conditions concluded between economic operators subjects of the Parties to the contract. Article 4. Each Party undertakes in foreign trade agreements and other relevant documents regulating the transit of electric energy and power and the use of power transmission lines for transit, to provide for a transit regime no less favorable than that provided for by technical, technological and regulatory legal acts regulating the transmission of electric energy and capacities produced on its own territory or intended for her own needs. Article 5. The Parties shall assist in the maximum use of the existing transit systems for electricity and capacity. --- Article 7. The Parties shall render assistance in the reconstruction of existing and / or construction of new power transmission lines in the territory of the Party carrying out the transit of electricity and capacity. The procedure for investing monetary and material resources in the reconstruction of existing and / or construction of new capacities for the transit of electricity and capacity, as well as the distribution of rights to such objects will be determined by separate bilateral and multilateral agreements between the participants in investment projects. Article 8. The Parties are taking practical measures to harmonize their legal, institutional and technological norms and mechanisms for the transit of electricity and capacity.
