The Agreement on the Provision of Parallel Operation of the Electric Power Systems of the CIS Member States establishes the mechanism and procedure for ensuring the conditions (principles) of parallel operation of the energy systems of the States parties to the Agreement.

Article 2. Parallel operation of the electric power systems of the Parties is an important factor in the reliable operation of the electric power systems of the Parties, creating a basis for mutually beneficial cooperation of the Parties in the field of electric power. --- Article 4. To ensure the parallel operation of the electric power systems of the states, the Parties develop and comply with the necessary mutually agreed regime, technical and technological conditions, regulations, provisions and rules for the parallel operation of their electric power systems, informing each other in a timely manner about the introduction and use of new regulatory documents. Coordination of preparation and approval of normative and methodological documents concerning interstate relations in the electric power industry is entrusted to the Electric Power Council of the Commonwealth of Independent States. Article 5. The Parties shall ensure the maintenance and development of their electric power systems in volumes sufficient for stable parallel operation as part of the electric power system of the states parties to this Agreement. Article 6. The Parties, taking into account their own plans for the development of the electric power industry and their interests in the long term, jointly develop a strategy for the development of the electric power industry of the states parties to this Agreement and ensure its implementation in terms of their electric power systems. Article 7. The Parties develop mechanisms for mutual settlements in the electric power industry of the states parties to this Agreement, ensure their implementation and timely payment for mutual supplies of electric energy. Article 8. The Parties shall not impose customs duties on the flows of electric energy and power originating from the energy systems of the states parties to this Agreement, and in an emergency on interstate power transmission lines and / or backbone facilities affecting the parallel operation of the electric power systems of the Parties - the supply of energy resources and other types of products and services required to eliminate it. Article 9. The parties undertake to ensure the unimpeded transit of electrical energy through their networks within the limits of their capacity, on the basis of contracts concluded and mutually agreed terms of payment for transit. The procedure for the transit of electricity and power will be determined by a separate agreement of the Parties. Article 10. The Parties shall take measures to create and maintain, in the agreed amounts, resource reserves for stable parallel operation of the electric power systems of the states parties to this Agreement. The procedure for creating reserves and their use will be determined by a separate agreement of the Parties. Article 11. The parties provide each other with prompt assistance in case of accidents, natural disasters and other emergencies. The procedure for providing this assistance and subsequent financial settlements for the services rendered will be determined by a separate agreement of the Parties.
