Overall Summary: 
The Electricity Law of the Kingdom of Cambodia, promulgated on 2 February 2001 (amended in 2007 and 2015), regulates power sector licensing. The Electricity Law sets a framework for the electric power supply, provision of services, and use of electricity and other associated activities of power sector.
Efficiency
EE priorities: 
The Electricity Authority of Cambodia shall ensure that the provision of services and the use of electricity shall be performed efficiently, qualitatively, sustain ably and in a transparent manner.
Governance
Energy management principles: 
Each electric power service provider is required to have a license issued be the Electricity Authority of Cambodia and shall abide by the provisions of this law and those of its license, regulations and procedures of Electricity Authority of Cambodia and the requirements of the laws of the Kingdom of Cambodia.
Energy institutional structures: 
The Ministry of Mines and Energy shall be responsible for setting and administrating the government policies, strategies and planning in the power sector. The Electricity Authority of Cambodia shall ensure that the provision of services and the use of electricity shall be performed efficiently, qualitatively, sustain ably and in a transparent manner. --- The Electricity Authority of Cambodia is a legal public entity, being granted the right from the Royal Government to be an autonomous agency to regulate the electricity services and to govern the relation between the delivery, receiving and use of electricity. --- The Authority shall determine and review the tariff rates, charges, and service terms and conditions of the licensee.
